Ord 2938 2/4/1975 • ORDINANCE NO. 198(f AN ORDINANCE AMENDING CERTAIN PARAGRAPHS OF SECTION 29-91 OF THE CODE OF ORDINANCES OF THE CITY OF WICHITA FALLS, TEXAS, ESTABLISHING PRIMA FACIE MAXIMUM SPEED LIMITS ON CERTAIN STREETS WITHIN THE CORPORATE LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. Paragraph (D) of Section 29-91 of the Code of Ordinances of the City of Wichita Falls is hereby amended to read as follows: "(D)Burkburnett Road (S.H. 240) (1) 40 MPTI From Dive North to a point 2/10 mile north (Plum Creek) of Eastside Drive North. (2) 45 MPH From Plum Creek to Pleasant View Drive. (3) 50 MPH From Pleasant View Drive to a point 3/10 mile north of Airport Drive (F. M. 890). (4) 45 MPH From a point 3/10 mile north of Airport Drive (F.M. 890) to a point 300 feet south of Nehls Boulevard (SAFB Gate 3). (5) 40 MPH From a point 300 feet south of Nehls Boulevard (SAFB Gate 3) to a point 300 feet south of Spur 325. (6) 35 MPH From a point 300 feet south of Spur 325 to a point (railroad crossing) 4/10 mile north of Spur 325. (7) 40 MPH From a point (railroad crossing) 4/10 mile north of Spur 325 to Holly Drive. (8) 45 MPH From Holly Drive to a point 1172 feet north of Missile Road. (9) 55 MPH From a. point 1172 feet north of Missile Road to the north city limits." SECTION 2. Paragraph (G) of Section 29-91 of the Code of Ordinances of the City of Wichita Falls is hereby amended to read as follows: "(Gy Central Freeway East (U.S. 82-287). Eastbound Traffic: (1) 45 MPH From 16th Street to a point 2/10 mile south of 16th Street. (2) 55 MPH From a point 2/10 mile south of 16th 40 MPH (Min.) Street to the east city limits. Westbound Traffic: (1) 55 MPII From the east city limits to a point 2/10 40 MPH (Min.) mile south of 16th Street. (2) 40 MPH From a point 2/10 mile south of 16th Street northerly to 16th Street." SECTION 3.. Paragraph (0) of Section 29-91 of the Code of Ordinances of the City of Wichita Falls is hereby amended to read as follows: "(0) Iowa Park Road. (1) 35 MPH From the north end of the Fort Worth & Denver Railroad Overpass to Old Iowa Park Highway. (2) 40 MPH From Old Iowa Park Highway to Wolcott Lane. (3) 45 MPH From Wolcott Lane to Wesley Drive. (4) 55 MPH From Wesley Drive to the west city limits." SECTION 4. Paragraph (V) of Section 29-91 of the Code of Ordinances of the City of Wichita Falls is hereby amended to read as follows: "(V) Midwestern Parkway: Westbound Traffic: (1) 40 MPH From the east city limits to a point 365 feet east of Old Jacksboro Highway (U.S. 281-Business). (2) 30 MPH From a point 365 feet east of Old Jacksboro Highway (U.S. 281-Business) to South- moor Lane. (3) 40 MPH From Southmoor Lane west to Maplewood Avenue. (4) 35 MPH From Maplewood Avenue to Kemp Boulevard. Eastbound Traffic: (1) 35 MPH From Kemp Boulevard to Maplewood Avenue. (2) 40 MPH From Maplewood Avenue to Lake Park Drive. (3) 35 MPH From Lake Park Drive to Southmoor Lane. (4) 30 MPH From Southmoor Lane to a point 365 feet east of Old Jacksboro Highway (U.S. 281- Business). (5) 40 MPH From a point 365 feet east of Old Jacksboro Highway (U.S. 281-Business)to east city limits." SECTION 5. Paragraph (AB) of Section 29-91 of the Code of Ordinances of the City of Wichita Falls is hereby amended to read as follows: "(AB) Petrolia Highway (S.H. 79-Business). (1) 45 MPH From East Scott Street (U.S. 287-Business) to Stesco Avenue. (2) 50 MPH From Stesco Avenue to Cottonwood Street." SECTION 6. Paragraph (AC) of Section 29-91 of the Code of Ordinances of the City of Wichita Falls is hereby amended to read as follows: "(AC) River Road. (1) 35 MPH From a point 4/10 mile northeast of Rose- wood Avenue to a point 7/10 mile northeast of Rosewood Avenue. (2) 40 MPH From a point 7/10 mile northeast of Rosewood Avenue to the east city limits. " SECTION 7. Paragraph (AD) of Section 29-91 of the Code of Ordinances of the City of Wichita Falls is hereby amended to read as follows: "(AD) Service Road-Central Freeway East (U.S. 82-287). Westbound Traffic: (1) 50 MPH From Fisher Road to a point 2703 feet west of Fisher Road. (2) 40 MPH From a point 2703 feet west of Fisher Road to Hammon Road. (3) (Reserved) (4) (Reserved) (5) 45 MPH From Windthorst Road to Old Jacksboro Highway (U.S. 281-Business). -2- 1 I ` Eastbound Traffic: (1) 45 MPH From Old Jacksboro Highway (U.S. 281- Business) to Midwestern Parkway. (Note: This is the service road link between Central Freeway East and South Freeway). (2) 50 MPH From Windthorst Road to the east city limits." SECTION 8. Paragraph (AE) of Section 29-91 of the Code of Ordinances of the City of Wichita Falls is hereby amended to read as follows: "(AE) Service Road-South Freeway (U.S. 281, S.H. 79). Southbound Traffic: (1) 45 MPH From Midwestern Parkway to Rathgeber Road. Northbound Traffic: (1) 50 MPH From Rathgeber Road to Windthorst Road. (Note: This is the service road link between South Freeway and Central Freeway East). " SECTION 9. Paragraph (AF) of Section 29-91 of the Code of Ordinances of the City of Wichita Falls is hereby amended to read as follows: "(AF) Seymour Highway (U.S. 82-277). (1) 35 MPH From Baylor Street to Van Buren Street. (2) 40 MPH From Van Buren Street to Sunset Drive. (3) 45 MPH From Sunset Drive to Ninth Street. (4) 50 MPH From Ninth Street to west city limits." SECTION 10. Paragraph (AG) of Section 29-91 of the Code of Ordinances of the City of Wichita Falls is hereby amended to read as follows: "(AG) Seymour Road. (1) 35 MPH From Indian Heights Boulevard to the Seymour Highway (U.S. 82-277). " SECTION 11. Paragraph (AJ) of Section 29-91 of the Code of Ordinances of the City of Wichita Falls is hereby amended to read as follows: "(AJ) South Freeway (U.S. 281, S.H. 79). (1) 55 MPH From south city limits to its junction with Central Freeway East (U.S. 287-82)." SECTION 12. The fact that the prima facie speed limits set out in this ordinance are necessary to the safe and orderly movement of traffic upon the streets of the City of Wichita Falls, this ordinance is declared to be an emergency measure on the ground that there is an urgent public need for the orderly flow of traffic upon the streets, and a public need for the preservation of the peace, health, and safety of the lives and property of the citizens of the City.
