AN ORDINANCE AMENDING SECTION 29-133 OF THE
CODE OF ORDINANCES OF WICHITA FALLS, TEXAS;
PROHIBITING THE STOPPING, STANDING, OR PARK-
ING OF VEHICLES IN AREAS DESIGNATED AS FREIGHT
CURB LOADING ZONES UNLESS SAID VEHICLES ARE
COMMERCIAL TRUCKS INVOLVED IN THE UNLOADING,
LOADING, OR DELIVERY OF BULK MERCHANDISE;
LIMITING THE PERIOD FOR PARKING IN A FREIGHT
CURB LOADING ZONE TO A MAXIMUM OF THIRTY (30)
MINUTES; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
SECTION 1. Section 29-133 of the Code of Ordinances of
Wichita Falls, Texas , is hereby amended to read as follows:
"Sec. 29-133 . Standing in Freight Curb Loading Zone.
No person shall stop, stand, or park a vehicle for any
purpose or length of time other than for the expeditious un-
loading and delivery or pick up and loading of freight from
or into a truck engaged in commercial activities in any place
marked as a freight curb loading zone during hours when the
provisions applicable to such zones are in effect. In no case
shall the stop for loading and unloading of freight exceed
thirty (30) minutes. "
SECTION 2 . Because of the urgent need for the safe and
unimpeded movement of vehicles in the downtown commercial area
and because there is an acknowledged need for parking space to
be set aside in this downtown commercial area for the loading
and unloading of freight, it is hereby deemed to be an emergency
measure that an ordinance be passed so that implementation by
regulation and enforcement may begin as soon as possible. There-
fore, this ordinance is hereby delcared to be an emergency measure
and shall take effect immediately upon its passage.
