RESOLUTION AUTHORIZING CITY MANAGER TO EXECUTE
CONTRACT WITH JOE M. NALL & ASSOCIATES, INC. , TO
PROVIDE CONSULTING SERVICES ON THE PLANT ASSETS,
PLANT ENGINEERING, ACCOUNTING AND DEPRECIATION
SCHEDULES FOR CITY'S WATER SYSTEM.
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS , THAT:
That certain contract, a copy of which is attached hereto,
between the City of Wichita Falls and Joe M. Nall & Associates, Inc. ,
wherein Joe M. Nall & Associates, Inc. , agrees to provide
consulting services on the plant assets, plant engineering,
accounting and depreciation schedules for the City' s water
system is hereby approved, and the City Manager is authorized
to execute the same for the City of Wichita Falls. Such
contract shall not exceed the sum of $33, 407.

and Rate Determination Studies for Water
and Sewer Utility
SCOPE OF SERVICES:
To provide expert assistance to the City of Wichita Falls in developing in work p`tase
one for the Water Utility the following: (1)Plant assets to year end September 30, . 1930,
2)Uniform System of Accounts, (3)Records maintenance program, (4)Procedures for addin;
and retiring plant assets, (5)Updating of the piece sheets that describe plant changes and.
6)Depreciation rates by plant account. The second phase of work is to provide expert
assistance to the City of Wichita Falls in the study of Sewer charges for rate recoutme-zdatioll
and the study of distribution water charges for rate recommendation.
These. _services are to be provided at the direction of the Director of Finance, Gerald
L. Carlson, and shall include but not be limited to: Finding of all Water Plant Capital
assets including labor that must be capitalized; assisting in the conversion of the Water
Utility accounts to the Uniform System of Accounts for Water Utilities; developing the
records maintenance program for Water Plant additions that will include the unitization
of retirement cost when making plant additions; providing procedures for plant additions,
transfers and retirements; updating of all plant changes on piece sheets to September 30, 1980
plus assisting the City in setting fair and equitable rates for Water and Sewer service in
the City.
The Consulting Engineer will commence work immediately upon approval of this agreement
and will complete the First Phase within 120 days after all necessary underlying records,
documents and other information have been processed by the Consultant. The Consultants
work in the Second Phase will commence immediately upon completion of the first phase and
the Consultants Rate Recommandations for both Water and Sewer Service in the City will be
set forth in a letter type report within a reasonable period of time not to exceed 90 days
after all cost of service information for both water and sewer have been processed by the
Consultant.
BILLING AND ACCOUNTING DATA:
For services rendered, the client shall pay Joe M. Nall and Associates , Inc. , Consulting
Engineers, upon submission of monthly invoices , an amount equal to the actual hours of
services furnished multiplied by the product of the Consulting Engineer's established
hourly salary cost, this expense shall come from current revenue or from taxes which tie
municipality agrees to levy for the purpose of paying the same.
In addition the client shall reimburse the Consulting Engineer each month at cost for
all out-of-pocket expenses directly chargeable to the work.
We propose to accomplish all of the work under phase one of this agreement in accordance
with the attached standard fee schedule at a fee and expense limit not to exceed $33,407.
Work in the first phase beyond the limit of $33,407 will not be exceeded without prior
authorization from the City in the form of a signed amendment of extension of the work order.
We propose to accomplish all of the work under phase two of this agreement in accordance.
with the Standard Fee Schedule at a fee and expense limit not to exceed $31,500. Work in
the second phase beyond the limit of $31,500 will not be exceeded without prior authorization;
from the City in the form of a signed amendment of extension of the work order.
