FOR THE PURPOSE OF EVALUATING AND DETERMINING THE REASONABILITY OF LONE STAR GAS COMPANY'S RATE INCREASE REQUEST. BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS , THAT: The proposal dated July 20, 1981 , a copy of which is attached hereto, from Joe M. Nall & Associates, Inc. to provide expert assistance to the City in analyzing Lone Star Gas Company' s request for rate relief in furnishing domestic gas service is hereby approved, and the City Manager is authorized to contract with Joe M. Box 1431 Wichita Falls, Texas 76307 PROJECT: Gas Rate Analysis and Mana•ement Operating Efficienc Stud NJ JMN Job No. 06-81-GC II SCOPE OF SERVICES: To provide expert assistance to the City of Wichita Falls in analyzing theLoneStarGasCompany's request for .rate relief in furnishing domestic gas service.These services, including the work prescribed under Part I in the first 7paragraphsoftheCity's request, are to be provided at the direction of the CityManagerandshallincludebutnotbelimitedto: analyses of the applications andrequestsofLoneStarGasCompanyforthedeterminationoftheproperratebase,revenues and expenses and rate of return that should be utilized i n dfairandequitablechargesfordomesticgasconsumptioninWichitaFalls. OOpn tioOptional work described as Part II in City 's request includes four (4) more paragraphswhichwehaveagreedtoperformthiswork. And finally,agement operating efficiency is Part III, or the remains of paragrraphs8uin theman- City's request and is made a part of this agreement. The Consulting Engineer's findings and recommendations shall be set forth inwrittenletter-type reports to the City, after all necessary underlying records,documents and other information supplied by the Gas Company to the City of WichitaFallshavebeenreviewedbytheConsultant. A random sample of the plant in ser-vice will be assessed to assure usefulness. A determination of the theoreticalreservefordepreciationbyPlantaccountcanbemadeifnecessary. If the plantinserviceisstatedtobelessthan85% of new condition, an independent study ofthegasdistributionplantconditionsmightneedtobeerstruc- tures recommended will be block analyzed to assure coverage oofrevenue requirements. The Consulting Engineer shall make available to the City expert witness withconsiderableexperienceingasutilityratemakingtopresenttestimony. BILLING AND ACCOUNTING DATA: For services rendered, the Client shall pay Joe M. Nall & Associates, Inc. ,Consulting Engineers, upon submission of monthly invoices, an amount equal to theactualhoursofservicesfurnishedmultipliedbytheproductoftheConSultinEngineer's established hourly salary cost. This expense shall come from currentrevenueorfromtaxeswhichthemunicipalityagreestolevyforthepurpose .of pay-ing the same or from the utility requesting change in the rate ordinance. In addition, the Client shall reimburse the Consulting Engineer each month atcostforallout-of-pocket expenses directly chargeable to the work.
