Leland Wright WFPD. Charles Grady called the May 7, 2014 meeting of the Wichita Falls Traffic Safety Commission to order at 1:30 p.m. The minutes were approved for May 7, 2014. The financial report for April 2014 was presented by Stan Horton. The balance is $ 1,522.56. Accident Statistics: WFPD advised the total crashes for April were 228 of which 58 were injury accidents including 1 fatalities. There have been 6 fatalities for 2014. PAGE 1 City Traffic Report Doug Wooster discussed the following: 1. 400 LED fixtures will be installed during the summer months. 2. Bicycle friendly community project is still in the works. 3. Discussed information on adopting a City Ordinance regarding moving over three feet or changing lanes for bicycles, slow moving vehicles, or pedestrians. Request to invite the city attorney to the next meeting. 4. Call Field and McNiel rebuild project is under way. 5. Replacing lights on Emanuel Davis overpass with LED lighting. 6. Mark attended an Active Transportation Conference in Fort Worth, Texas to include bicycles and pedestrians. Our city was rated as one of the safest in the state. Focus in the coming year will be to develop bike traffic lanes and shared traffic lanes throughout the city. 7. Scott St and Lincoln St will have an experimental video detection system. The system has a bicycle recognition capability. The company loaned the equipment to the city for testing during the Hotter N Hell to collect data and it appeared affective. State Traffic Report T.J Herrell TX Dot discussed the following: 1. Windthorst road overpass is almost complete. An attempt to establish vegetation will finish the project. 2. Installation of protected turn on Hwy 79 at Professional Drive by Wal-Mart is in the works and almost complete. 3. Dynamic message sign on Kell is progressing. Some equipment from this project had to be used in another area so completion date will be later than expected. 4. All dynamic message signs will be upgraded to LED lighting. 5. Seal coating in our area has been completed. Committee Reports None Unfinished Business: 1. Item 01-13: Adding a Bicycle/Pedestrian Representative to TSC Mark Beauchamp advised he would get in touch with the individual that had an interest in this position. The City Clerk advised a person chosen for this position would have to be a resident of the city. 2. 03-14 Mark Beauchamp had requested that the TSC ask the city council to adopt a three foot traffic ordinance. This would make drivers of motor vehicles give a bicycle three foot of clearance when passing. This is a widely adopted practice for cities. Mark is going to get a copy of the ordinance for Brownsville, TX that just passed. PAGE 2 New Business: 1. Laney Oliver: advised that the Saturday May 3rd—celebration of international bicycle month sponsored by the Traffic Engineering, Parks, and Health Department event on the hike and bike trail from loam to 3pm went very well. Over 200 guests participated. Rest stops were manned by sponsors and participants were given passports with maps and safety information. Riders were also included in an entry for a drawing of merchandise from sponsors. Items of Discussion: Dennis Marquardt advised he went to the 2040 City Planning meeting. He found the meeting to very informative and suggested anyone who would like to attend the next meeting should be at the new Travel Center on Tuesday May 13th. There being no further business before the Commission, the meeting was adjourned at 2:30 P.M.
