ORDINANCE NO. �O�D
AN ORDINANCE AMENDING SECTION 2-3, 2-51 THRU 2-54
AND SECTION 15-97 AND ADDING SECTION 2-92 THRU 2-94
OF THE CODE OF ORDINANCES DELETING THE DIRECTOR
AND DEPARTMENT OF PUBLIC SAFETY AND CREATING
SEVERAL DEPARTMENTS.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
SECTION 1. Section 2-3 of the Code of Ordinances is hereby amended by
deleting the words "Public Safety" and adding the words "Police", "Fire", "Fire
Prevention", "Aviation", "Safety Civil Defense" and "Animal Control" to sub-
section (a) thereof.
SECTION 2. Section 2-51 thru 2-54 of the Code of Ordinances are hereby
amended to read as follows:
"Division 5. Departments of Police, Fire and Fire Prevention
Section 2-51. Departments Created; Appointment.
There are hereby established departments of Police, Fire and
Fire Prevention under the Administrative Code of the City. The Police
Department shall be under the Direction of a Chief of Police who shall
be appointed by the City Manager and subject to his supervision. The
Fire Department shall be under the Direction of a Fire Chief who shall
be appointed by the City Manager and subject to his supervision. The
Fire Prevention Department shall be under the Direction of a Fire
Marshall who shall be appointed by the City Manager and subject to his
supervision.
Section 2-51. Duties Generally - Police Department
The Police Department shall be governed generally by the provision
of Chapter 24 of the Code of Ordinances.
Section 2-53. Duties Generally - Fire Department
The Fire Department shall be governed generally by the provisions
of Article VI of Chapter 15 of the Code of Ordinances.
Section 2-54. Duties Generally - Fire Prevention Department
The Fire Prevention Department shall be governed generally by the
provisions of Article V of Chapter 15 of the Code of Ordinances."
SECTION 3. Section 2-92 thru 2-94 of the Code of Ordinances are hereby
added to read as follows:
"Division 11. Aviation Department; Safety Civil Defense and Animal
Control Department
Section 2-92. Departments Created; Appointment.
There are hereby created the Departments of Aviation and Safety
and Civilian Defense. The Department of Aviation shall be under the
Direction of an Airport Manager who shall be appointed by the City
Manager and subject to his supervision. The Safety, Civil Defense and
Animal Control Department shall be under the Direction of a Safety-
Defense Coordinator who shall be appointed by the City Manager and
subject to his supervision.
Section 2-93. Duties Generally - Aviation Department
The Aviation Department shall be governed generally by Article I
and III of Chapter 3 of the Code of Ordinances.
Section 2-94. Duties Generally - Safety, Civil Defense and Animal Control
The Safety-Defense Coordinator shall be charged with the following
duties: Administration of Workmen's Compensation Program; Planning
and Operation of the City's Civil Defense and Disaster Relief Program;
Administration of the City's Internal Safety and Accident Prevention Pro-
gram; and Supervision of the Animal Control Ordinances and organization."
SECTION 4. Section 15-97 of the Code of Ordinances is hereby amended by
deleting the words "under the Department of Public Safety".
SECTION 5. The fact that a referendum election held on January 17, 1976
abolished the Director of Public Safety position creates an emergency and this ordin-
ance is declared to be an emergency measure, and it shall become effective immedi-
ately upon passage.
