ORDINANCE AUTHORIZING, FOR A TEMPORARY TIME,
THE ESTABLISHMENT AND EXPERIMENTATION WITH A
ZONE FARE PLAN FOR TAXICABS.
WHEREAS, Section 31-55 of the Code of Ordinances
provides that it shall be unlawful for any driver, operator
or other person who is duly licensed to operate a taxicab
within the City to fail to use or place in use the taximeter
on such taxicab when passenger or passengers are in the
taxicab; and,
WHEREAS, Section IV of Ordinance No. 1631, as amended,
provides a schedule of rates and fares that shall be charged
by a taxicab operator; and,
WHEREAS, Cowden Cab Company, a duly certificated and
licensed taxicab operator in the City of Wichita Falls is
interested in the possibility of participating in a federally
supported transportation program for elderly persons, handi-
capped persons, etc; in order to participate in such a pro-
gram, it is necessary that a zone fare plan be adopted. Also,
such a zone fare plan would be available to any passengers
as an alternate fare system. Under this system, several
passengers going from one general area to a single destina-
tion would share the cab; although the trip would probably
take longer, the fare would be cheaper than the meter fare;
and,
WHEREAS, before a final zone fare plan can be developed
for presentation to the Board of Aldermen, it will be necessary
to experiment with the establishment of zones and zone fares.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN
OF THE CITY OF WICHITA FALLS, TEXAS, THAT:
Notwithstanding the provisions of Section 31-55 of the
Code of Ordinances and Section IV of Ordinance 1631, as amended,
requiring the use of taximeters and taximeter fares, for a
temporary period Cowden Cab Company is authorized to establish,
on an experimental basis, such zone fare plan or plans as may be
approved by the City Manager. Cowden Cab Company shall present
a final zone fare plan for consideration by the Board of
Aldermen no later than October 1st, 1976. This ordinance,
and the temporary authority contained herein, shall expire at
the time of the first meeting of the Board of Aldermen in
October, 1976.
