AN ORDINANCE AMENDING CHAPTER 2 OF THE CODE
OF ORDINANCES, TO MAKE VARIOUS CHANGES IN THE
ADMINISTRATIVE CODE OF THE CITY OF WICHITA FALLS.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
SECTION 1. Paragraphs (a) and (b) of Section 2-3 of the
Code of Ordinances are hereby amended to read as follows:
"Section 2-3. Divisions created; under direction of
City Manager.
(a) The following administrative divisions are hereby
created and shall be responsible to the City Manager unless
otherwise provided herein, or by the Charter:
Administrative Services
Finance/Accounting
Fire
Health
Legal
Parks and Recreation
Planning
Police
Public Utilities
Public Works
Traffic and Transportation
(b) The City Manager, City Attorney, City Clerk, Chief
Accounting Officer, Municipal Judge and Municipal Court Clerk
shall be appointed by the Board of Aldermen and serve for such
terms as may be determined by the Board or by law. "
SECTION 2. Section 2-51 of the Code of Ordinances is
hereby amended to read as follows:
"Section 2-51. Departments created.
There are hereby established departments of police, fire
and fire prevention under the administrative code of the city.
The police department shall be under the direction of a chief
of police who shall be appointed by the city manager and subject
to his supervision. The fire department shall be under the
direction, of a fire chief who shall be appointed by the city
manager and subject to his supervision. The fire prevention
department shall be under the direction of a fire marshall
who shall be appointed by the fire chief and subject to his
supervision. "
SECTION 3. Division 11 of Article II of Chapter 2 of
the Code of Ordinances is hereby amended to read as follows:
"DIVISION 11. CHIEF ACCOUNTING OFFICER.
Section 2-92. Appointment.
The chief accounting officer shall be appointed by the
board of aldermen, without definite term. He shall appoint,
and may remove, such assistants and subordinates as the board
of aldermen may authorize.
Section 2-93. Duties generally.
The duties of the chief accounting officer shall be those
prescribed by the charter of the city, especially those set
forth in Sections 66 and 106 , and all other applicable sections,
and such other duties as may be prescribed by the board of
aldermen. "
SECTION 4. Division 12 of Article II of Chapter 2
of the Code of Ordinances is hereby amended to read as follows:
"DIVISION 12. ADMINISTRATIVE SERVICES.
Section 2-95. Division created.
There is hereby created a division of administrative services
which shall be supervised by an assistant city manager, who shall
be appointed by the city manager to whom he shall be directly
responsible.
Section 2-96. Duties generally.
The assistant city manager shall have charge of budget
and research, personnel, workmens compensation and safety,

human resources, data processing, purchasing, auditorium services
building maintenance and central garage. "
SECTION 5. Section 2-98, Subsection (a) of the Code of
Ordinances is hereby amended to read as follows:
" (a) The director of traffic shall be charged with the
supervision of the department of traffic. He shall have
supervision of the traffic engineering, parking meters and
street lighting departments and the aviation department. "
SECTION 6. Chapter 2 , Article II is hereby amended
by adding a division, to be numbered 14 which shall read as
follows :
"DIVISION 14. HEALTH.
Section 2-98. 1. Department created.
There is hereby created a department of health, which
shall be under the supervision of the director of health.
Such director shall be appointed jointly by the board of
aldermen and the commissioners court of Wichita County,
subject to the approval of the city-county board of health.
Section 2-98. 2. Duties generally.
The director of health shall have supervision of the
administration of the department, nursing services, health
inspections, laboratory and animal control. "
