AN ORDINANCE AMENDING THE SUBDIVISION REGULATIONS OF
THE CITY OF WICHITA FALLS, ORDINANCE 2118, SETTING
FORTH GENERAL REQUIREMENTS FOR STREETS, ESTABLISHING
DESIGN STANDARDS FOR STREETS; SETTING FORTH GENERAL
REQUIREMENTS FOR ALLEYS; ESTABLISHING DESIGN STANDARDS
FOR ALLEYS.

A BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
FALLS, TEXAS, THAT:
SECTION 1. Paragraph B. of Section 9 of Ordinance 2118 be
amended to read as follows:
" (B) Streets
(1) General Requirements for Streets.
(a) Street Layout. Adequate streets shall be pro-
vided by the subdivider, the arrangement, character, extent,
width, grade and location of which shall conform to the most
recent throughfare plan, as approved by the Board of Alder-
men, and shall be considered in their relation to existing
s • and planned streets, to topographical conditions, to safety
. and convenience, and their appropriate relation to the pro-
posed uses of the land to be served by such streets. The
street layout shall be devised for the most advantageous devel-
opment of the entire neighborhood development.
(b) Relation to Adjoining Street System. Where nec-
essary to the neighborhood pattern, existing principal streets
in adjoining areas shall be continued and shall be at least as
wide as such existing streets and in alignment therewith.
(c) Projection of Streets. Where adjoining areas are
not subdivided, the arrangement of streets in the subdivision
shall make provision for the proper projection of streets in-
to such unsubdivided areas.
(d) Street Jogs. Street jogs , with center line off-
sets of less than one hundred twenty-five (125) feet shall not
R be allowed.
(e) Half Streets. No new half streets shall be platted,
except new adjacent arterial or collector streets.
(f) Street Intersections. Street intersections shall
be as nearly at right angles as practicable, giving due re-
gard to terrain and topography.
(g) Dead-end Streets. Dead-end streets shall be pro-
hibited except as short stubs to permit future expansion.
1 (h) Cul-de-sacs. In general, cul-de-sacs shall not
exceed three-hundred (300) feet in length in residential areas
and six-hundred (600) feet in length in commercial and indus-
trial areas and shall have a turn around right-of-way of not
less than one-hundred (100) feet in diameter in residential
areas and not less than two-hundred (200) feet in diameter in
commercial and industrial areas.

(i) Access to Arterial Streets Prohibited. Residen-
tial subdivisions shall not be platted with frontage on an
arterial street. Where lots back up to an arterial street
access to the alley shall be from a Local Residential Street
or Collector Street.
(j) Main Driveway Opening on Street. Each residential
lot shall have the main driveway to the garage, carport, or
off-street parking area opening on a local residential or
collector street, except where the subdivision is platted to
allow main driveway opening on the alley as provided by
paragraph (C), (2) , (a) below.
(k) Streets on Thoroughfare Plan. Where a sub-
division embraces a street, as shown on the most recent
thoroughfare plan as approved by the Board of Aldermen,
such street shall be platted in the location and of the
right-of-way width indicated by the thoroughfare plan.
(1) Local Residential Streets . Local residential
streets shall be laid out as to discourage their use by
through traffic.
(m) New Adjacent Arterial Streets . The subdivider
shall dedicate right-of-way sufficient in width to meet the
requirements of the arterial street system identified in the
most recent thoroughfare plan as approved by the Board of
Aldermen.
(n) New Adjacent Collector Streets. The subdivider
shall dedicate right-of-way sufficient in width to meet the
. requirements of the collector street system identified in the
most recent thoroughfare plan as approved by the Board of Alder-
men.
(o) Adjacent Existing Streets or Half Streets.
Where the proposed subdivision abuts upon an existing street
or half street that does not conform to the major thorough-
fare plan, the subdivider shall dedicate right-of-way
sufficient to make the full right-of-way width conform to
the requirements of the most recent thoroughfare plan as
approved by the Board of Aldermen.
(p) Single Lot Subdivision. All required right-of-
way dedication shall also apply to plats wherein a parcel
is platted or replatted as a single lot.
(q) Street Names, New streets shall be named in
accordance with provisions of Sec. 27-55 of the Code of Ordi-
nances.
(2) Design Standards for Streets. No completed site
improvements shall be accepted by the Director of Public
Works unless they conform to the following Design Standards.
(a) Streets. Curbs and gutters shall be installed
by the subdivider on both sides of all interior streets and
on the subdivision side of all streets forming part of the
boundary of the subdivision. Curbs and gutters shall be
constructed to city specifications . All streets shall be
paved by subdivider to City specifications.
(b) Right-of-way Width and Pavement Width of Streets.
Right-of-way width and pavement width of streets shall be in
accordance with the thoroughfare plan as approved by the Board
of Aldermen.

1. Parkway shall have a right-of-way width
that varies and two (2) pavement widths of twenty-four feet.
2. Major Arterial, Type "A-2", shall have a
right-of-way width of one-hundred twenty (120) feet, median
width of eighteen (18) feet and two (2) pavement widths of
thirty-six (36) feet.
3. Minor Arterial, Type A-1, shall have a right-
of-way width of ninety (90) feet, median width of sixteen (16)
feet and two (2) pavement widths of twenty-four (24) feet.
4. Major Collector/Minor Arterial, Type CA-3,
shall have a right-of-way width of seventy (70) feet and a
pavement width of forty-eight (48) feet.
5. Residential Collector, Type C-2, shall have
a right-of-way width of sixty (60) feet and a pavement width
of forty (40) feet.
6. High Density Residential Collector, Type C-1,
shall have a right-of-way width of sixty (60) feet and pavement
width of thirty-six (36) feet.
7. Local Industrial - Commercial, Type L-2,
shall have a right-of-way width of sixty (60) feet and a
pavement width of thirty-six (36) feet.
8. Local Residential, Type L-1, shall have a
right-of-way width of fifty(50) feet and a pavement width
of thirty (30) feet."
SECTION 2. Paragraph C. of Section 9 of Ordinance 2118 be
amended to read as follows:
"(C) Alleys.
(1) General Requirements for Alleys. In residential
areas alleys may be provided. In all business areas, alleys
shall be provided.
(2) Design Standards for Alleys.
(a) Width and Paving in Residential Area.
Alleys provided in residential areas, including those where
the main driveway opening will be on the alley, shall have a
right-of-way width of not less than twenty (20) feet and shall have
a pavement width of not less than nine (9) feet. Alleys shall
be approximately parallel to the frontage of the street and
shall be installed by the subdivider in accordance with City
standards as established by the Director of Public Works.
(b) Width and Paving Business Areas. Alleys
provided in business areas shall be not less than twenty-
five (25) feet in right-of-way width and pavement width;
provided, however, that the Assistant Director of Planning
may authorize alleys twenty (20) feet in right-of-way width
and pavement width when, in his judgment, alleys twenty-five
(25) feet wide are not justified by the circumstances. Alleys
shall be installed by the subdivider in accordance with City
standards.

(c) Intersecting Alleys or Utility Easements.
Where two alleys or utility easements intersect, or turn
at a right angle, a cutoff of not less than ten (10) feet
from the normal intersection of the property or easement
line shall be provided along each property or easement line.
(d) Dead-end Alleys. Dead-end alleys shall not
be permitted.
(e) Alleys which do not Connect on. a Straight
Course. If the alleys are not themselves straight within
each block, or if the same do not connect on a straight
course with the alleys of adjoining blocks, then an easement
shall be provided for the placing of guy wires on lot
division lines in order to support poles set on curving or
deviating right-of-way alleys."
