Ord 3228 9/20/1977 ORDINANCE NO. v ORDINANCE WAIVING PROHIBITION IN PARAGRAPH (a) OF SECTION 22-1 OF THE CODE OF ORDINANCES, AGAINST SIGNS AND OTHER ADVERTISING DEVICES IN PARKS, FOR ELECTRIC SCOREBOARD AT JAYCEE PARK. WHEREAS, the Boys' Clubs of Wichita Falls has informed the City that, by mutual agreement of its Board of Directors and the Southwest National Bank, the Bank agreed to purchase and install a total of six electric scoreboards over a six year period for the six football/soccer fields at Jaycee Park, and the Bank would be allowed to place its advertisement on each such scoreboard; and, WHEREAS, if it were not for the generosity of such Bank, these scoreboards would not be available for use by the Boys' Club and other organizations using this facility; and, WHEREAS, Paragraph (a) of Section 22-1 of the Code of Ordinances prohibits the placing or erecting of any structure, sign, bulletin board, post, pole or advertising device of any kind whatever in any park or playground; and, WHEREAS, the parties are ready to install the first of these electric scoreboards, and the Board of Aldermen find and determine that this device, its purpose and method of acquisition is unusual and should not be prohibited by such ordinance. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: A waiver of such prohibition contained in Paragraph (a) of Section 22-1 of the Code of Ordinances is hereby granted for the purpose of allowing one of these electric scoreboards to be installed at one of the football/soccer fields at Jaycee Park.
