1. CALL To ORDER
President Gary Shores called the meeting to order at 8:00 a.m.
2. APPROVAL OF MINUTES
Darron Leiker moved for approval of the April 15, 2014 minutes. Seconded
by Dick Bundy, the motion carried.
3. CRYOVAC PRINTER INSTALLATION PROJECT
Plant Manager Stan Spruiell gave a brief history on the plant. Its official name is
now Sealed Air; it is no longer connected with the Cryovac plant in Iowa Park, but it
does receive a small amount of product from that plant. The purchase of a new press
would require the employ of at least another 34, and possibly 40, employees. The
company intends to hire workers through Spherion Temp Service, train them, and offer
them full-time positions when they are available.
Mr. Bundy moved, seconded by Mr. Leiker, to approve the proposed
incentives in the amount of up to $304,280 of costs for expenditures for the
retention and recruitment of primary jobs. The motion carried unanimously.

4. DISCUSSION
Kevin Pearson stated he is working with a new company to occupy the Delphi
building. This company would create approximately 1,100 jobs. He asked for direction
from the Board on whether to pursue this company, due to the nature of the business. If
the company locates here, he believes it might request significant upfront financial
assistance to rehab the building. First Bank owns the building. Mr. Leiker stated he
would be in favor of offering a 12-month cash-for-jobs incentive. Mr. Bundy said he
would proceed with caution due to the nature of the product.
Mr. Pearson spoke of a company which produces small explosives for oil
companies. It currently has buildings just on the outskirts of the city limits, and is looking
for a 10,000 square foot facility.
Mr. Pearson gave an update on BuyDental. A meeting to discuss repayment
options is set for June 2, 2014 at 9:00 a.m.
Mr. Pearson stated Eagle Rail is expected to schedule a ribbon-cutting ceremony
to open the business around June 15, 2014.
He briefed the Board on Carter Copter, Lone Star Milk Producers, and ATT.
