Ord 3471 5/1/1979 ORDINANCE NO. 10/ ORDINANCE AUTHORIZING CITY MANAGER TO ALLOW TEMPORARY PLACEMENT OF MOBILE HOMES ON STREET RIGHT-OF-WAY ON CERTAIN DEAD END STREETS. WHEREAS, it appears that there are several instances in the tornado disaster area where damaged residences are at the end of dead end streets which cannot be extended be- cause of geographics or man-made obstacles, and in these in- stances the streets next to the curb could become ideal loca- tions for temporary mobile homes while the adjacent structure is being reconstructed. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. The City Manager is authorized to allow the temporary placement of a mobile home in the street next to the curb adjacent to a damaged residence, in any case where such street is a dead end street which cannot be extended because of geographics or man-made obstacles, where it is intended that a permanent residence will be constructed or repaired on such lot, provided the following conditions are met: a. A ninety day renewable permit is obtained for the temporary placement of the mobile home. The permit shall be renewable for a maximum period of one year, including the original ninety day period, based on evidence of continuous progress toward the construction or repair of a permanent residence on the lot. b. Water, sewer, gas, and electricity shall be available to such mobile home. c. All applicable requirements of the building, electrical and plumbing codes are complied with. d. This ordinance is applicable only for temporary housing for those persons who were displaced by the April 10, 1979 tornado. SECTION 2. The fact that the April 10, 1979 tornado has caused extensive damage and destruction to homes creates an immediate requirement to provide temporary housing; this ordinance is declared to be an emergency measure, and it shall be in force and effect immediately after its passage.
