ORDINANCE SUSPENDING OPERATION OF DEED RE-
STRICTIONS AND ANY ORDINANCE PROHIBITING
TEMPORARY PLACEMENT OF MOBILE HOMES TO
PROVIDE TEMPORARY HOUSING FOR PERSONS DIS-
PLACED BY THE APRIL 10 TORNADO.
WHEREAS, approximately 4,250 residential units in the
City of Wichita Falls were destroyed by the April 10 tornado,
which resulted in over 15,850 persons being rendered homeless;
and,
WHEREAS, mobile homes have been used to provide tem-
porary housing for some of these displaced persons; and,
WHEREAS, the Board of Aldermen has adopted certain
ordinances authorizing temporary placement of mobile homes
to provide temporary housing for persons so displaced,
which ordinances were subject to deed restrictions; and,
WHEREAS, it is deemed advisable to suspend the oper-
ation of any such deed restrictions.
WHEREAS, this action is authorized by Article 5890 (e) ,
Vernon' s Texas Statutes.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN
OF THE CITY OF WICHITA FALLS, TEXAS, THAT:
All deed restrictions within the City of Wichita Falls
which would prohibit the temporary placement of mobile homes
for the purpose of providing temporary housing for persons
displaced by the tornado, as authorized by Ordinance No.
3452 and Ordinance No. 3458, are hereby suspended.
Any ordinance which is in conflict with Ordinances
No. 3452 and No. 3458 is suspended to the extent of such
conflict.
This ordinance shall be automatically repealed on
April 24, 1980.
The fact that a large number of persons are now without
housing accommodations creates an emergency; this ordinance
is declared to be an emergency measure, and shall become
