AN ORDINANCE APPOINTING A ZONING COMMISSION TO HOLD
PUBLIC HEARINGS AND MAKE RECOMMENDATIONS FOR THE
ESTABLISHMENT OF BOUNDARIES OF ORIGINAL ZONING
DISTRICTS AND APPROPRIATE REGULATIONS TO BE ENFORCED
THEREIN.
WHEREAS, the City of Wichita Falls, Texas is desirous of
promoting the health, safety, morals, and general welfare of its
citizens; and,
WHEREAS , it is in the interest of all citizens to preserve
places and areas of historical and cultural importance and
significance; and,
WHEREAS, these objectives can best be achieved by dividing
the City into districts of such number, shape, and area as may
be deemed best suited for these purposes; and,
WHEREAS, it is appropriate to enact necessary regulations
governing the erection, construction, reconstruction, alteration,
repair or use of buildings, structures, or land within these
districts.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF
THE CITY OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. In accordance with the provisions of Article
1O11F, V.T.C.S. , the Mayor and Board of Aldermen shall appoint a
Zoning Commission of nine (9) members subsequent to the enactment
of this Ordinance.
SECTION 2. The Zoning Commission shall draft a preliminary
report and hold public hearings at which parties in interest
and citizens shall have an opportunity to be heard. At least
fifteen (15) days notice of the time and place of such hearings
shall be published in a paper of general circulation in the
City.
SECTION 3. Subsequent to the public hearings, the Zoning
Commission shall submit a final report to the Board of Aldermen.
The report shall contain the Commission' s recommendations as to:
a. The number, shape and area of the districts
into which it is proposed that the City be divided for the pur-
poses of achieving the objectives set forth in this Ordinance.
b. Appropriate regulations for the implementation

/` of the zoning ptogram. Such regulations shall be made with

reasonable consideration, among other things, to the character
of the designated districts and their peculiar suitability for
particular uses, and with a view to conserving the value of
buildings and encouraging the most appropriate use of land
thoughout the City. Further, the regulations shall be made in
accordance with the General Plan of Wichita Falls, Texas and
designed to lessen congestion in the streets; to secure the
safety from fire, panic, and other dangers; to promote health
and the general welfare; to provide adequate light and air; to
prevent the overcrowding of land; to avoid undue concentration
of population; to facilitate the adequate provision of trans-
portation, water, sewerage, schools, parks, and other public
requirements.
SECTION 4. The above referenced report shall be submitted
in final form by the Zoning Commission to the Board of Aldermen
not later than February 5, 1980.
SECTION 5. The above referenced report shall be acted
upon by the Board of Aldermen not later than March 4, 1980.
