At such time as 520 dwelling units have been connected to the Lakeside City sewer system, this contract shall be renegotiated with regard to all its terms with a view toward determining the mutual benefit to the City of Lakeside City and its citizens and the City of Wichita Falls and its citizens for Lakeside City to disincorporate so as to allow annexation of the area to the City of Wichita Falls .
