ORDINANCE AMENDING CITY OF WICHITA
FALLS CODE OF ORDINANCES SECTIONS
4A-1 , 42-3, 42-4, 41-24, 4i-25,
42-49, 42-51 and 41-70, RELATING TO
AMBULANCE REGULATIONS , EQUIPMENT
LICENSING PROCEDURE , ATTENDANTS
QUALIFICATIONS AND REGISTRATIONS ,
AND PRESERVATION OF RECORDS .
WHEREAS, the Board of Aldermen has authorized a contract with
the Plumlee Ambulance EMS , Inc. to provide emergency ambulance
service to the citizens of Wichita Falls; and,
WHEREAS , certain emergency ambulance procedures have changed
through the years;
NOW THEREFORE BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
CITY OF WICHITA FALLS , THAT:
SECTION 1 . That Section 42-1 of the Code of Ordinances be
amended to delete the following: "Director means Director of the
Wichita Falls Department of Public Safety, or his designated repre-
sentative . "
SECTION 2 . That Section 42-4,(5) of the Code of Ordinances be
amended to read as follows :
"Each ambulance shall be equipped with, in useable
and working condition at all times the equipment
as listed or the equivalent in performing the task:
Half ring lower extremity traction splint with ankle
hitch and traction strap, one padded board 42 feet
by 3 inches of material comparable to four-plywood,
two or more 15-inch by 3-inch padded splints (un-
complicated inflatable splints or similar splints
of cardboard, wire ladder or canvas slotted lace
on may be carried in place of the 15-inch boards) ,
hand-operated bag-mask ventilation unit with adult-
child-, and infant-size masks (clear masks and a
unit capable of being attached to oxygen supply are
preferred) , simple suction apparatus with catheter,
mouth to mouth artificial ventilation airways in
adult , child and infant sizes, oropharynegeal air-
ways in adult , child, and infant sizes, mouth gags,
universal dressings (sterile), sterile gauze pads,
adhesive tape, soft roller self-adhering type
bandages, 6 inches by 5 yards, triangular bandages,
safety pins, large size, bandage shears, one addi-
tional padded board 42 feet in length by 3 inches
wide, two or more padded boards 3 feet in length
and 3 inches wide, short spine board with accessories,
long spine board with accessories, oxygen equipment
with masks of assorted sizes , roll of aluminum foil ,
18 inches by 25 feet sterilized and wrapped, several
pillows, two sterile burn sheets, sterile obstetrical
kit , poison kit , blood pressure manometer, cuff and
stethoscope and two way radio. "
SECTION 3. That Section 42-3(6) of the Code of Ordinances be
amended to read as follows :
"Each ambulance shall be operated by a driver with
a valid Texas chauffeur' s license, which driver
may be one of the two attendants comprising the
ambulance crew. Both of the attendants shall hold
and maintain, as a minimum standard, current
certificates of "Emergency Medical Technician"
issued by the Texas State Board of Health . "
SECTION 4. That Section 41-4(6) of the Code of Ordinances be
deleted in its entirety .
SECTION 5. That Section 42-3(8) of the Code of Ordinances he
amended to read as follows:
"Each operator shall retain and preserve all daily
manifests for at least twenty-four (24) months,
and said manifests shall be available for inspection
by the health officer or City Manager on request . "
SECTION 6 . That Section 41-4(1) of the Code of Ordinances be
amended to read as follows :
"(1) All motor vehicles used for the purpose of
providing ambulance service hereunder shall be
designed and constructed to meet or exceed the
standards set out in KKK-1822, GSA Federal
Specifications - Ambulance, to adequately trans-
port ill, sick, or injured persons in comfort
and safety, and shall be maintained in clean,
sanitary and in first-class mechanical condition
at all times . "

SECTION 7. That Section 40-4(8) of the Code of Ordinances be
amended to read as follows :
"No ambulance that has been substantially damaged or
altered shall be again placed in service until it
has passed reinspection . "
SECTION 8. That Section 0-24(3) of the Code of Ordinances be
amended to read as follows :
"The names and addresses of at least three references
and a letter of good standing from applicant ' s bank. "
SECTION 9 . That Section 42-25 of Code of Ordinances be
amended to delete the word "director" and insert instead "city
manager. "
SECTION 10. That Section 42-49 of the Code of Ordinances be
amended from and after the second paragraph, to read as follows:
"Every applicant for chauffeur must furnish proof
that he holds a current certificate in Advanced
Red Cross or U. S . Bureau of Mines First Aid,
certified by the City-County Health Unit , or an
Emergency Medical Technician current certifica-
tion by the Texas State Board of Health and shall
be at least eighteen (18) years of age.
Every applicant for attendant must furnish
proof that he holds Emergency Medical Technician
current certification by the Texas State Board
of Health . "
SECTION 11 . That Section 42-51(2 ) (f) of the Code of Ordinancces
be amended to delete the second and last sentence of same.
SECTION 12 . That Section 4z-70(e) of the Code of Ordinances be
amended to delete "six (6)" and include in its stead "twenty-four
(24) . "
