RESOLUTION ESTABLISHING A FEE FOR SUBMITTING AN
ANIMAL HEAD TO THE TEXAS DEPARTMENT OF HEALTH
FOR RABIES EXAMINATION; PROVIDING AN EXCEPTION
FOR INABILITY TO PAY, AND PROVIDING FOR ANNUAL
REVIEW OF THE FEE.
WHEREAS, packaging and shipping an animal head to the Texas
Department of Health is a service by the health department for an
individual and not a public health function; and,
WHEREAS, the cost of shipping must be paid by the responsible
party requesting the examination; and,
WHEREAS, the expense of special handling, packaging and
shipping is in excess of Thirty Dollars ($30 . 00) .
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS , THAT:
The responsible party must pay Thirty Dollars ($30 . 00) for
packaging, shipping and handling an animal head to be sent to the
Texas Department of Health. For purposes of this resolution,
Responsible Party means any person bitten by an animal, his/her
parent, legal guardian, owner of the biting animal or any person
requesting that an animal head be submitted for examination. The
payment may be made to the veterinarian who removes the head, an
Animal Control Warden, or to the health department laboratory.
Payment must be made before the head will be prepared for shipping .
It is provided, however, that shipment will not be refused
because of inability to pay by the responsible party.
The Health Authority and Manager are required to review the
cost of packaging, shipping and handling animal heads each year
and to recommend adjustment to the City Council if the cost of
providing such service has changed significantly.
This resolution shall become effective 30 days from the date
of its passage.
