Res 175-84 10/2/1984RESOLUTION NO. /7,-)-1?-- RESOLUTION TO ESTABLISH A SERVICE CHARGE FOR TEMPORARY TURN-ON AND TURN-OFF OF WATER SERVICE AT THE CUSTOMER'S REQUEST WHEREAS, the Utilities Department receives numerous customer requests to turn-on or turn-off water service to a business or residence; WHEREAS, there is currently no charge being made for this service and the number of requests is increasing; WHEREAS, the Plumbing Code requires each building to have a shut-off valve so the customer can control the flow of water into the building; WHEREAS, the cost for the service should be borne by the requesting customer rather than the rate-payer at large. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: A fee of $15.00 is established for a customer-requested turn-off and turn-on of water service, unless the service call is to be made on an overtime basis in which case the fee shall be $20.00. The fee shall include both a turn-off and turn-on service call to the meter. None of the fee is refundable if only one service call is made. No charge shall be made if the customer is requesting the turn-on/off so that repairs can be made to the portion of the house line between the city-owned water meter and the customer-owned shut-off valve. The Director, Department of Public Works, shall have the authority to temporarily waive this charge when extreme weather conditions require water to be turned off at the meters to prevent damages in buildings throughout the city.
