Res 134-84 7/17/1984RESOLUTION NO. 134-84 RESOLUTION REQUESTING ASSISTANCE FROM PRESIDENT RONALD REAGAN IN OBTAINING FUNDS FROM THE UNITED STATES ARMY CORPS OF ENGINEERS FOR IMPROVEMENT OF HOLLIDAY CREEK. WHEREAS, from the time of its inception, the City of Wichita Falls has periodically suffered disastrous floods from Holliday Creek, which runs through the City, which floods have caused untold millions of dollars in damages; and, WHEREAS, for several decades the City of Wichita Falls has been working with the United States Army Corps of Engineers seeking to find a solution to this problem whereby improvements to the creek will be studied, designed, and constructed; and, WHEREAS, although the Corps of Engineers has been very cooperative in working with the City on this project, federal funds have been painfully slow in being furnished to move this project along toward completion; and, WHEREAS, although the City of Wichita Falls has, with its limited funds, taken steps to alleviate this problem, we are unable to achieve a long-term solution; and, WHEREAS, while other cities around the country have been improved in many ways by Corps of Engineers ' funds, no occasion can be found where such funds have been used for projects within the City of Wichita Falls proper, although we have a serious need for improvements, and have attempted to comply with all federal guidelines; and, WHEREAS, the City of Wichita Falls has shown a continuing willingness to spend local funds on this project to the limits of its financial ability and has offered to shoulder a higher percentage of the cost of this project than has been required in past projects . NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS , TEXAS , THAT: President Ronald Reagan is hereby sincerely urged to give his assistance to the City of Wichita Falls in obtaining funds from the U. S. Army Corps of Engineers for the needed improvements on Holliday Creek to solve the problem of flooding of Wichita Falls . PASSED AND APPROVED this the 17th day of July, 1984 .
