RESOLUTION APPROVING AGREEMENTS FOR TRANSFER OF
CITY' S AIRPORT AND AIRWAY IMPROVEMENT ACT OF
1982 ENTITLEMENT FUNDS FOR FISCAL YEARS OF 1982
AND 1983 TO WILBARGER COUNTY AND THE CITY OF
QUANAH, TEXAS.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS ,
TEXAS, THAT:
SECTION 1. That certain agreement, a copy of which is attached
hereto, for transfer of City' s Airport and Airway Improvement Act of
1982 entitlement funds for the fiscal years of 1982 and 1983 to
Wilbarger County in the amount of $340, 000 for runway improvements
at their public-use airport is hereby approved, and the Mayor is
authorized to execute the same for the City of Wichita Falls.
SECTION 2 . That certain agreement, a copy of which is attached
hereto, for transfer of City' s Airport and Airway Improvement Act of
1983 entitlement funds for the fiscal Y ears of 1983 and 1983 to the
City of Quanah, Texas, in the amount of $256 ,326 for needed runway
improvements at their public-use airport is hereby approved, and the
Mayor is authorized to execute the same for the City of Wichita Falls.

Dear Mayor Cook:
Pursuant to,recent conversations between the city of Wichita Fall and
this• agency, the city has agreed to release its Airport and Airw y Improve-
ment Act of 1982`entitlement. funds for the Fiscal Years of 198 and 1983
for use at other general aviation airports in Texas. Specific Iy, $256,326
will be dedicated to the city of Quanah, Texas and $340,00 Wilbarger
County for needed runway improvements at their public-use rports.
Enclosed are the necessary Agreements for Transfer of Entitlements. Please
execute and return the original for both locations at your convenience.
In recognition of the city of Wichita Falls' unique action in allowing the
use-of these limited federal funds, we intend to express our appreciation,
and that of the city of Quanah and county of Wilbarger, by presentation of.
a Special Award. The award will be made as the last item of business during
the May 17 session of the 1984 Texas Airport Operators Conference in Austin,
Texas (agenda enclosed)
We cordially invite you and Mr. Robert Parker to participate in the award
presentation.and to accept the award on behalf of the city of Wichita Falls.
The ".city is, thus far, the only airport sponsor in the nation to recognize
that egtitlement funds could be utilized more meaningfully elsewhere by the
dedication procedure available under this Act.
