AN ORDINANCE AMENDING THE PLUMBING
CODE OF THE CITY OF WICHITA FALLS,
TEXAS, PROVIDING FOR THE MATERIALS,
SIZES, INSTALLATION AND SUPPORT
USED IN CONSTRUCTING UNDERGROUND
GAS SERVICE LINES FROM THE GAS MAIN
TO THE GAS METER, PROVIDING FOR THE
MATERIALS, SIZES AND INSTALLATION
OF UNDERGROUND GAS PIPING FROM THE
GAS METER TO THE BUILDING, REQUIR-
ING GAS PIPE WELDING BE PERFORMED
ONLY BY CERTIFIED WELDERS, PROVID-
ING FOR THE METHODS OF JOINTING
POLYETHYLENE PIPE AND DECLARING
AMENDMENTS TO BE EMERGENCY MEAS-
URES EFFECTIVE UPON PASSAGE.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
Section 1. Subsection (1602 . 2 . 1) Underground
service lines; materials and size; is hereby amended
to read as follows:
" (1602 . 2 . 1) Underground service lines; materials,
size, installation and support.
Underground gas service lines from the gas main
to the gas meter larger than two (2) inch shall be
factory coated steel welded pipe and fittings or
approved polyethylene pipe, and such steel pipe and
risers for polyethylene pipe shall be cathodically
protected. Field wrapping shall be limited to joints
and fittings with polyethylene tape. Gas stops used
in conjunction with service line piping shall be
approved #175 tamper-proof type. All gas service lines
with service line piping from the gas main to the gas
meter two (2) inch and smaller shall be of approved Page 2 of 5 pages

polyethylene pipe with approved anodeless risers and
connectors. Plastic pipe and fittings shall conform
to ASTM D2513-67 SDR-11.
A #18 or larger insulated copper tracer wire
shall be installed with all non-metallic gas piping
and shall terminate above ground level at meter lo-
cation, in no instance shall the wire be spiraled
around the non-metallic pipe.
Each service line must be properly supported
on undisturbed soil or well compacted soil, and
materials used for backfill must be free of :material
that could damage the pipe or its coating.
The minimum gas service line size shall be one
and one-quarter (1 1/4) inch; provided, however, if
gas pressure is in excess of five (5) pounds at the
gas company main, the minimum size may be reduced
to a minimum of three-quarter (3/4) inch with one
(1) inch meter riser. All meter risers must be
properly supported. "
Section 2 . Section 1602 General Regulations;
is amended by adding the following subsection:
" (1602 . 2. 2) Underground gas piping; materials,
sizes and installation.
Underground gas piping from the gas meter to
the building shall be either black steel pipe or
polyethylene gas pressure pipe and fittings. Black
steel pipe shall be protected against soil corrosion

with an approved type coating. Coating shall extend
six (6) inches above the finished grade. Couplings
shall be the long recessed type coupling, plastic
pipe and fittings shall conform to ASTM D2513-67
SDR-11, and of a minimum size of one and one-quarter
(1 1/4) inch.
Section 3. Subsection (1602 . 3) Welded joints;
is hereby amended to read as follows:
" (1602 . 3) Welded joints; steel pipe.
Welding of gas pipe joints shall be performed
by welders who are certified under Section IX of
the 1974 edition of the ASME boiler and pressure
vessel code; or Section 2 of the 1973 edition of
the A.P. I. standard 1104. "
Section 4. Section 1602. General Regulations;
is amended by adding the following:
" (1602 . 3. 1) jointing of polyethylene pipe.
Jointing of polyethylene pipe shall be made
by heat fusion or an approved non-corrosive com-
pression type coupling with a non-removable internal
stiffener. Heat fusion joints for polyethylene
service lines from the gas main to the gas meter
may only be made by persons who have been qualified
under the procedure outlined in Section 192 . 285 of
the Department of Transportation ' s "Regulations for
Transmission of Natural and Other Gas by Pipeline" .
Mechanical jointing materials shall be of the approved

type and installed to comply with the manufacturer ' s
recommendations. "
Section 5. Ordinance declared an emergency
measure and effective upon passage.
Lone Star Gas Company which is governed by
federal regulations concerning natural gas trans-
mission lines requires that its customers' gas
lines conform to those regulations as well; the
installation of natural gas lines under the current
plumbing code does not meet federal regulations and
therefore causes additional expense to the public
when changes are required by Lone Star Gas Company
before it will accept the line for service. In
order to avoid the confusion and added expenses
occasioned by the nonconformance of the plumbing
code with federal regulations this ordinance is
declared to be an emergency measure which shall
become effective upon its passage-
