RESOLUTION AUTHORIZING GRANT APPLICATION TO THE TEXAS CRIMINAL
JUSTICE COUNCIL FOR POLICE COMMUNITY SERVICES OFFICER PROGRAM
FOR SECOND YEAR OF FUNDING.
WHEREAS, the Police Department performs a "Close Property Check
Program", which involves periodic police patrol checks of residential
property upon request while owners are out of town for extended periods,
and the manpower requirements to provide this service reduces the number
of police officers available for call during the peak period of enforce-
ment activity; and,
WHERAS, funds are available thru the Texas Criminal Justice Council
to fund certain crime prevention programs on a fifty-fifty matching
ratio, and the continuation of the Police Community Services Officer
Program in the Police Department would qualify for a second year of
funding under Criminal Justice guidelines. This program involves the
employment of part-time civilians to perform this activity during the
peak demand hours, which would free commissioned police officers to
respond to reported offenses and would increase the number of resident-
ial property checks; and,
WHEREAS, the rate of residential burglaries have decreased during
the four months of the programs operation indicating a possible connect-
ion between the increased property checks conducted by the Community
Service Officers. It is requested that the program be expanded by
fifty per cent to enable more property checks to be performed; and,
WHEREAS, the estimated cost for the project for one year would
be $28,706, of which $14,353.00 will be provided by the state grant
and $14,353 by the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
The City Manager is hereby authorized to make an application to
the Texas Criminal Justice Council for a grant in the amount of
14,353.00 for this project, and to execute the grant agreement for
the City of Wichita Falls.
