A RESOLUTION ACCEPTING THE PROPOSAL
OF PARA, INC. TO PROVIDE PROFESSIONAL
SERVICES IN THE RECRUITMENT OF A
PUBLIC WORKS DIRECTOR
WHEREAS, the position of Director of Public Works has been vacant since
December 1982; and
WHEREAS, the City of Wichita Falls has exhausted all normally available
recruitment avenues without attracting applicants with the necessary back-
ground and abilities;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
The proposal of PARA, Inc. for the provision of professional services
in the recruitment of a Public Works Director is hereby accepted and payment
of a not-to-exceed fee of $9,750 for these services is authorized.

Dear Jim:
It was good to visit with you again and I am pleased to
respond to your request regarding ways in which our firm can
assist you in the recruitment processes leading to your appoint-
ment of a qualified individual as Director of Public Works - "in
the least expensive manner possible. "
As we discussed, there are qualified Public Works Directors
out there"; however, they tend not to be particularly mobile and
need a bit of urging to make a move. We have been very successful
in recruiting particularly qualified Candidates for this position,
including assignments with Abilene, TX; Lakewood, CO; Highland
Park, IL and others.
In order to meet your request for "as low a fee as possible"
and in recognition that certain of our services on-site can be
capably handled by you and your staff, we propose to provide the
following services toward assisting your Office in the recruit-
ment of a Director of Public Works:
Following receipt of a Recruitment Profile prepared by your
Office which will comprise commentary and consensus from key
City Staff and Public Works supervisory personnel regarding
the specific nature of duties, responsibilities and expecta-
tions of the Director of Public Works, we will provide the
following services in your behalf:
1 . Place announcements of the position opportunity in appro-
priate professional publications, if timely to do so, and if
desired place paid advertisements at City expense, providing
maximum exposure of the position vacancy and ensuring an
open recruitment process.
ASSISTING IN THE ACHIEVEMENT OF EXCELLENCE IN THE PUBLIC SERVICE

2. Conduct an intensive, independent professional search and
recruitment effort, utilizing our extensive national contact
network, seeking out qualified Candidates for the position
from local, regional and national areas.
3. Process all applications received from announcement and
recruitment efforts, including timely acknowledgements to
all Applicants on behalf of the City.
4 Screen all applications received and solicited, matching all
Applicants' credentials with the specific criteria and quali-
fications established and approved by the City of Wichita
Falls.
5. Inform all Applicants who clearly do not meet the City's
basic criteria for the position.
6. Submit an Executive Recruitment Report booklet to the City
Manager summarizing the nature of applications received in
the recruitment, including specific recommendations and
background information on 6-8 individuals considered to be
most qualified and particularly well suited Candidates to be
considered for the Director of Public Works position with a
view toward the City Manager selecting approximately five
Candidates for personal interview. Our written recommenda-
tions would be expanded upon by telephone conference rather
than a personal, on-site presentation.
7 . Prepare final interview questions and suggest procedure to
be utilized by the Office of City Manager; coordinate sched-
uling arrangements for Candidates' travel to Wichita Falls;
and be present for Final Candidates interview sessions to
facilitate effective and final employment negotiation
between selected Final Candidate(s) and the City Manager.
In view of your pressing staffing needs in the Public Works
Department, we will endeavor to recommend Candidates for personal
interview consideration within approximately 30-4+5 days following •
receipt of the Recruitment Profile from your Office.
We propose to provide the above outlined services for a
fixed-amount professional fee of $7,500, plus expenses incurred
in behalf of the City; with further agreement to complete the
assignment for a not-to-exceed total fee and expense of $9,750.
We would consider it a distinct privilege to be of assist-
ance to you and again be of service to the City of Wichita Falls.
