RESOLUTION APPROVING ATHLETIC TOUNAMENT POLICIES
FOR CITY ATHLETIC FIELDS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS , TEXAS, THAT:
Those certain operational policies for athletic tournaments
held in City athletic fields, a copy of which is attached hereto,
are hereby approved, and such policies shall be complied with in
the operation of such athletic tournaments .

PARKS AND RECREATION DEPARTMENT
TOURNAMENT POLICIES
1984
PURPOSE:
To establish standard operating procedures for the use of City
athletic fields in tournament play.
RESPONSIBILITY:
It is the responsibility of the tournament director to insure that
the contents of this directive are adhered to by all parties involved
in the tournament.
SCOPE:
1. The Athletic Coordinator will be responsible for scheduling and
coordinating all tournaments to be held on City-owned athletic fields.
These tournaments will be requested for scheduling at least one (1)
month in advance of the playing dates.
2. The following facilities will be made available for tournament
play:
Softball - Scotland; North Hamilton; South Hamilton
These facilities will be made available for softball
with prior approval of the Athletic Coordinator or
his authorized agent:
Tesco #1 and #2 Kiwanis #1, #2, and #3
Spudder Loch Lomand
Williams North and South Bridwell
Jaycee #3 and #4
Baseball - The following facilities will be made available with
prior approval of the Athletic Coordinator or his
authorized agent:
Spudder Kiwanis #1, #2, #3, and #4
Williams Jaycee Baseball #1 and #2
Soccer - South Jaycee #1 and #2
These facilities will be made available for soccer with
prior approval of the Athletic Coordinator or his
authorized agent:
Jaycee Soccer #1, #2, #3, #4 , #5, #6 , #7, #8 , t9, #10, and #11

Flag Football - The tournament fields will be designated by the
Athletic Coordinator at the beginning of each
season.
Request for use of any City facility for any sport in tournament playwhichisnotaddressedherein, will be approved by the Athletic
Coordinator.
3. Tournament size and play shall be limited to the following:
Softball - Not more than a thirty-two (32) team, double-elimination
tournament, or round-robin play of 65 games.
Requests for larger tournaments must be approved by
the Athletic Coordinator and the Amateur Athletic
Advisory Committee, with final approval resting with
the Park Board. )
Baseball, Soccer, and Flag Football - Will follow the double-
elimination or round-robin format and the tournament
size will be approved by the Athletic Coordinator
and the Amateur Athletic Advisory Committee.
4. Tournament play will be conducted on Friday, Saturday, and Sunday
provided no City league games are scheduled) . Requests for alternate
or additional days must be approved by the Athletic Coordinator.
5. Unless approved by the Director of Parks and Recreation, no
tournaments will be scheduled in the month of July on the following
fields due to City softball playoffs:
Scotland Spudder
North Hamilton Williams
South Hamilton Loch Lomand
Tesco #1 Tesco #2
6. Tournament directors will not be permitted nor permit any other
party to set up portable concession stands in any park without per-
mission of the Director of Parks and Recreation. If permission is
granted, a contract will be executed by the Parks and Recreation
Department, and the tournament director will pay to the City the
current approved percentage rate of gross sales. No one shall
operate a concession in a park currently having a concession in
operation unless approved by the current contracted concessionaire ,
the contracted tournament director, and • the Director of Parks and
Recreation or his authorized agent.
7 . By order of City Ordinance No. 3363 , the possession or consumption
of alcoholic beverages is not allowed on or around City-owned athleticfacilities . Tournament directors will adhere to this ordinance and
will discourage the use of alcohol at his tournament. Failure to
abide by this ordinance may result in the tournament director's
exclusion from having future tournaments .

8. The tournament dirggtor or his team members assisting with the
touranment, or anyone wider his direction or with his knowledge,
shall not attempt to pgrnform any major or extensive field repairs.
During inclement weathm, burning, dragging, digging, or hauling of soil
to make fields playableSwithout permission or supervision of the Park
Maintenance Administr49r or Athletic Coordinator or their authorized
agent, will not be pertted. In case of a tournament rain-out,
provisions have been 1.11%.4e so that, in most cases , the tournament can
be made up during the Queen weekend set aside each month.
9. Reservation Procedures:
A. Beginning on tklait first Monday in February of each year,
tournament directors m begin requesting dates for holding tourna-
n;,::i ments on a first-come,,tfirst-served basis. At this time, tournament
directors will receive nn copy of the tournament policies, and they
must designate their i,{ tention as to what kind of- tournament will be
conducted and pay a $1 (24. 00 deposit in the form of cash, cashier' s
check, or money order _b secure the reservation. (This deposit is
for the purpose of assl.Waig all parties involved that the reservation
being made will eventuate into a tournament being held on the dates
reserved. ) If before 4,4rdays of 12:00 noon on Tuesday prior to the
tournament, the tournat director contacts the Athletic Coordinator
that his tournament had been cancelled, 85% of the deposit will be
refunded. (The remaining 15% will be used for processing paperwork
and administrative cos,: ) Otherwise, the deposit may be used to

ae. will be forfeited in et that proper notification is not received
on the cancellation o£tt.1ie tournament in question.
B. For those persc m who fail to get on the tournament reservation
board because it has bElAp filled, awaiting list will be maintained in
i the office of the Athlotic Coordinator. In the event of a reserved
tournament cancellatigr%q persons on the waiting list will be contacted
c},
in order of their appe Lance on the list. Should the first person on
the list not desire the agate which has become available, then the
next person in line wiA4 be contacted. Persons on the waiting list
will hold their placese11til moved to the reservation board. (They
will not move to the bittom of the list. ) After a person on the
waiting list has been ,contacted, he must make a $100. 00 reservation
deposit with the Parks,A d Recreation Department within 24 hours by
nro; ...cash, cashier' s check _gr-money order. He will have until 12:00 noon,
Tuesday (2 weeks) prioato the tournament to cancel if enough teams
cannot be obtained, inloFder to receive a full deposit refund.
Paragraph 9 (A) shall then apply.
10. The tournament dirorotor will sign a contract for the use of the
C athletic facilities no mater than 12:00 noon on Tuesday prior to the
d tournament date. A corAziof the tournament bracket will be submitted
e.to the Athletic Coordi.4ator at this time. The following fee must be
paid at the time the contract is executed:

A. Facility Rental - $20. 00 per field per day. (This cost
covers field preparation at the beginning of each day, materials ,
and restroom cleanup. )
B. Light Use Fee - $5. 00 per hour of light utilization per field
per night. (Starting time for light fees shall be 7 : 00 p.m. October
through April, and 8 : 00 p.m. May through September. )
C. *Trash Cleanup - A $100. 00 deposit in the form of cash,
cashier' s check, or money order is required. (This may be the
reservation deposit carried over if so desired. ) If trash cleanup
is required at the ballfield facility on the day following the
completion of the tournament, the tournament director will be charged
at the rate of $7. 50 per hour per employee and charge will be deducted
from cleanup deposit. If, by the determination of the Park Maintenance
Administrator or his authorized agent, the facility has been left in
a clean and orderly manner , the deposit will be refunded.
D. Public Address System - A $25. 00 deposit is required on each
system.
E. Bases - A $50 . 00 deposit is required for all bases used.
F. Keys - A $15. 00 deposit is required for each set of keys used.
All deposits shall be in the form of cash, cashier' s check, or money
order.
NOTE: If upon inspection by the Park Maintenance Administrator or
his authorized agent, at the completion of the tournament, any damage
has been caused to the facility by tournament participants or specta-
tors , the tournament director will be charged for the actual cost of
repairs.
11. The playing time and usage for each facility will be in accordance
with Ordinance No. 2592, which states that City-owned parks will be
closed from 12 : 00 midnight until 5 : 00 a.m. , unless permission for
usage is granted by the Director of Parks and Recreation. Playing
time and usage of Tesco Park will cease no later than 11 :00 p.m.
12. The Parks and Recreation Department will prepare the fields prior
to each day' s play, unless otherwise noted.
13. Any additional maintenance work required for a tournament, such
as hauling bleachers , or installation of temporary fencing, will require
a charge in addition to the rental fee to cover labor expenses.
14 . All equipment used during the tournament, belonging to the Parks and
Recreation Department, will be returned to its proper location on the first
working day immediately following the tournament. Keys (light box
and gate) , P.A. systems, and bases will be turned in to the Parks and
Recreation Office , Room 109, Memorial Auditorium, on the morning of
the first working day immediately following the tournament.

15. The above policies pertain only to those tournaments in which
75% or more of the participating teams reside in the Wichita Falls
SMSA (includes Burkburnett, Iowa Park , Henrietta, etc. ) . These
policies will be reviewed annually by the Parks and Recreation staff,
the Amateur Athletic Advisory Committee, and the Park Board in order
to maintain the most equitable standards.
In the above policies, a word importing the masculine gender shall
be applied to females as well as to males.

CONTRACT FOR OFFICIATING SERVICES
This agreement made and entered into by and between the City of Wichita Falls,
a municipal corporation of the County of Wichita, State of Texas, hereinafter
referred to as the City, and the North Central Texas Officials Association,
hereinafter called Association,
WITNESSETH:
For and in consideration of the mutual covenants herein contained, the
parties hereto do hereby agree as follows:
1. Association shall furnish officials and scorekeepers for basketball, soft-
ball, and flag football games in the City's leagues according to schedules
prepared by the City's Recreation Division during the term of this contract,
and shall be required to have the following number of officials per league
games as follows;
Softball: 2 Basketball: 2 Flag Football: 4
In addition, the Association shall, upon notification by the Athletic
Coordinator, furnish additional official(s) for designated games in league,
regional, and state tournament playoffs.
2. The Athletic Coordinator or his authorized agent shall supervise the
administration of this contract, and shall recommend to the Association any
official who does not perform in a satisfactory manner, that said official is
no longer acceptable to work under the terms of this contract.
3. City shall pay to Association for such services the following fees, and
these shall be verified by the Athletic,Coordinator or his authorized agent:
BASKETBALL
12.00 per official per game in all leagues and playoffs.
6.00 per game for timer/scorekeeper in all leagues at Barwise Gymnasium.
4.00 per game for scorekeeping in all league games at Reagan and Kirby
Gymnasiums.
SOFTBALL
Summer & Fall)
9.00 per official per game in all leagues, playoffs, tournaments, and
regional playoffs.
4.00 per game for scorekeeping in all leagues, playoffs, and tournaments.
FLAG FOOTBALL
10.00 per official per game.
15.00 per official per game in regional playoffs.
4. The City shall pay the Association on a bi-weekly basis upon submission
of statements to the Parks and Recreation Department for services rendered
the previous two weeks.
5. Association game official may receive verbal notification of game changes
and forfeits prior to game time from the Athletic Coordinator, the Recreation
Superintendent, the official scorekeeper, or the Athletic Information Recorder
322-5933) of the Parks and Recreation Department. Game officials will not
receive pay for forfeited games when prior notification has been made.
6. Association shall enforce all rules of the Parks and Recreation Department
for league and playoff games as well as the current playing rules for the sport
being officiated.
7. The Association is responsible for conducting training ses:;ions for
officials as listed, and providing rule books:
A. Rule interpretations/current year rule changes.
B. Mechanics.
C. Uniform dress and appearance.
8. The Athletic Coordinator shall conduct training sessions on:
A. City rules pertaining to the sport being officiated.
B. Ground rules that are a permanent part of the playing areas.
9. This agreement shall be effective for a period of one (1) year from
March 1, 1984 to February 28, 1985.
In testimony whereof the parties hereto have caused these presents to be
executed as of the day and year first set out above.
