AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA
FALLS, TEXAS, BY ANNEXING A CERTAIN TRACT OF LAND ADJACENT TO
THE TERRITORIAL LIMITS OF THE CITY OF WICHITA FALLS, TEXAS,
WHICH TRACT OF LAND AND SERVICE PLAN FOR SUCH TRACT OF LAND IS
DESCRIBED IN THIS ORDINANCE
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS,
TEXAS, THAT:
SECTION 1. TRACT DESCRIPTION. The following tract of land located in
Wichita County, Texas, be and the same is hereby ordered to be annexed and to be
included within the corporate limits of the City of Wichita Falls, Texas, and the
corporate limits be extended so as to include said tract of land in Wichita
County, Texas, the same being more particularly described as follows:
BEING a tract of land located in the M. Carbajal Survey,=1Abstract No.
44, Wichita County,: Texas, more fully described as follows:
BEGINNING at a point lying in the east lot line of Block 1, Arrowhead
Industrial District, Unit One, an addition to the City of Wichita
Falls, said point also being the intersection of said lot line and
the present city limits line of a tract annexed in 1978 and described
in Ordinance No. 3405 as Tract I;
THENCE along the east line of said Block 1, Arrowhead Industrial
District, Unit One, North 23° 36' west 500.00 feet to a point for the
northwest corner of this tract;
THENCE north 66° 24' east 300.00 feet to a point for the northeast
corner of this tract;
THENCE south 23° 36' east 500.00 feet to a point lying in the said
present city limits line, said point being the southeast corner of
this tract;
THENCE in a westerly direction along the said present city limits line
300.0 feet to the place of beginning, said tract of land containing
3.44 acres, more or less.
SECTION 2. SERVICE PLAN. This Service Plan for annexation of property
to the City of Wichita Falls has been prepared by the Planning Department of the
City of Wichita Falls in conformance with the requirements of Article 970a,
Section 10, Vernon's Texas Civil Statutes.

SECTION 2.1. Services to be provided within sixty (60) days.
A. Police Protection. Police protection is presently being pro-
vided on a 24 hour per day basis by the City of Wichita Falls Police Department's
Northside District.
B. Fire Protection. Fire protection is presently being provided
by the City of Wichita Falls Fire Department. Station No. 2 has a response time
of 2% minutes. Station No. 7 provides back-up with a response time of 4 minutes.
C. Solid Waste Collection. Solid waste collection is presently
being provided by the City of Wichita Falls Sanitation Division in accordance
with Chapter 17, Garbage, Refuse, Rubbish and Trash, Code of Ordinances, City of
Wichita Falls.
D. Maintenance of Water and Waste Water Facilities. Maintenance
of water and waste water facilities are presently being provided by the City of
Wichita Falls Public Utilities Department in accordance with Chapter 32, Water
and Sewers, Code of Ordinances, City of Wichita Falls.
E. Maintenance of Roads and Streets. Maintenance of Randy Drive
is presently being provided by the City of Wichita Falls Public Works Department
in accordance with Chapter 27, Streets and Sidewalks, Code of Ordinances, City
of Wichita Falls.
SECTION 2.2. Capital Improvements. All capital improvements including
streets, water service lines and waste water service lines have been constructed
and are servicing the area.
SECTION 3. PUBLIC HEARINGS. In conformity with Section 6 of Article
970a of the Revised Civil Statutes of Texas, before these annexation proceedings
were instituted, the Board of Aldermen called public hearings on July 6 and
July 13, 1982, to provide an opportunity for all interested persons to be heard;
notice of such hearings were published once each in the Wichita Falls Record
News not more than twenty (20) days nor less than ten (10) days prior to each

public hearing. Such public hearings were held on July 6 and July 13, 1982, which
were not more than forty (40) days nor less than twenty (20) days prior to the
institution of these annexation proceedings.
SECTION 4. INTRODUCTION OF ORDINANCE. In conformity with Section 3-A
of the amended Charter of the City of Wichita Falls, Texas, this ordinance was on
the 3rd day of August, 1982, introduced, and the City Clerk is directed to
publish said ordinance one (1) time in a newspaper of general circulation published
in the City of Wichita Falls, Texas, and seven (7) days thereafter this ordinance
may be finally acted upon.
This ordinance having been introduced on the 3rd day of August, 1982
and having been published in a newspaper of general circulation in'.the City of
Wichita Falls, Texas, to wit, the Wichita Falls Record News, one (1) time, on
the cO day of August, 1982 and seven (7) days after such publication
having elapsed, this ordinance is finally passed and approved this the 17th day
of August, 1982.
