RESOLUTION REQUIRING THAT AT LEAST 70% OF WORKER HOURS
INVOLVED IN HEAVY CONSTRUCTION PROJECTS BE PERFORMED
BY BONAFIDE RESIDENTS OF AN AREA WITHIN 250 STATUTE
MILES OF WICHITA FALLS, TEXAS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS THAT:
On any heavy construction project funded in whole or in part
by City Funds, or funds which, in accordance with a Federal Grant or other-
wise, the City expends or administers and to which the City is a signatory
to the construction contract, at least 70% of the worker hours on a craft-
by-craft basis shall be performed by bonafide residents of an area within
250 statute miles of Wichita Falls, Texas and in accordance with the contract
documents. Heavy construction is defined as any construction within the
public right-of-way including surface or subsurface improvements, and any
construction on municipally owned property related to water or sanitary sewer
services.
An exception to this policy may be granted by the City Council,
in any case where it is proven to the satisfaction of the City Coucil that
there are not sufficient resident workers available in a particular craft
to meet the requirements of this resolution on any particular project.
