A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE PROPOSAL
OF PAUL A. REAUME ASSOCIATES FOR PROFESSIONAL SERVICES IN THE
SELECTION OF A DIRECTOR OF PARKS AND RECREATION.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, THAT:
The proposal of Paul A. Reaume Associates which is attached hereto is hereby
accepted, and the City Manager is authorized to execute this proposal.

Dear Jim:
We were pleased to receive Ed Barrett's letter requesting a
formal proposal to undertake the recruitment of Candidates for
the Director of Parks and Recreation position, and Ed's excellent
background and summary material for the Recruitment Profile. We
are prepared to proceed immediately on your assignment.
We propose to provide the following services toward
assisting your Office in the recruitment of a Director of Parks
and Recreation.
1 . Utilize the Recruitment Profile data prepared by your
Office to present the specific nature of duties, responsibi -
lities and expectations of the Director of Parks and Recrea-
tion position in our contacts with prospective Candidates.
2. Place announcements of the position opportunity in
appropriate professional publications at City expense,
providing maximum exposure of the position vacancy and
ensuring an open recruitment process.
3. Conduct an intensive, independent professional search and
recruitment effort, utilizing our extensive national contact
network, seeking out qualified candidates for the position
from local , regional and national areas.
4. Process all applications received from announcement and
recruitment efforts, including timely acknowledgment to
all Applicants on behalf of the City Manager's Office.

5 . Screen all applications received and solicited matching all
Applicants' credentials with the specific criteria and
qualification established for the Recruitment Profile.
6 . Inform all Applicants who clearly do not meet the City's
basic criteria for the position.
7 . Submit an Executive Recruitment Report booklet to the City
Manager summarizing the nature of applications received in
the recruitment, including specific recommendations and
background information on 6-8 individuals considered to be
most qualified and particularly well -suited Candidates to be
considered for the Director of Parks and Recreation position
with a view toward the City Manager selecting approximately
five Candidates for personal interview. Our written recom-
mendations would be expanded upon by telephone conference
rather than a personal , on-site presentation.
8. Prepare final interview questions and suggest interview and
selection procedure to be utilized by the Office of City
Manager; coordinate scheduling arrangements for Candidates'
travel to Wichita Falls; and be present for Final Candidates
interview sessions to facilitate effective and final employ-
ment negotiation between selected Final Candidate( s) and the
City Manager.
We will recommend Candidates for personal interview
consideration within approximately 45-60 days following formal
notice to proceed, and endeavor to present Candidates as
expeditiously as possible.
We propose to provide the above outlined services for a
fixed-amount professional fee of $8,000 plus expenses incurred in
behalf of the City; It is anticipated that expenses would not
exceed $2 ,000.
We would consider it a distinct privilege to be of assistance
to you and again be of service to the City f Wichita Falls.
