RESOLUTION TO APPROVE AN UNWRITTEN OPERATING PRACTICE REGARDING THE DEPTH OF COVER OVER EXISTING OR NEWLY INSTALLED WATER OR SANITARY SEWER LINES WHEREAS, the City of Wichita Falls has water and sanitary lines under the pavement structure throughout the urban area of the City: WHEREAS, certain policies have evolved with regard to the manner in which these lines are installed and these policies are a matter of operating practice; WHEREAS, the Texas Department of Highways and Public Transportation and the City of Wichita Falls operate jointly on certain urban system projects; WHEREAS, in some cases, City policy will be followed on such joint projects, provided said policy is in writing; and, WHEREAS, the Council desires to state in writing the operating policy of the City with respect to the depth of cover required over a water or sanitary sewer line under a pavement structure. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: The minimum depth of cover under a pavement structure for a relocated water or sanitary sewer line shall be twelve (12) inches between the bottom of the modified subgrade and the top of the pipe. The minimum depth of cover under a pavement structure for a new water or sanitary sewer line shall be twenty-four (24) inches between the bottom of the modified subgrade and the top of pipe. The trench for a new or relocated line shall be backfilled with a suitable material compacted to 90% Texas Highway Department Test Method 113-E modified proctor density. The minimum depth of cover for an existing water or sewer line shall be twelve (12) inches between the bottom of the modified subgrade and the top of the pipe.
