AUTHORIZING THE CITY MANAGER TO CON-
TRACT FOR THE OBTAINING OF SOCCER OFFICIATING
SERVICES .
WHEREAS, it is necessary to secure the services of referees
and linemen to officiate at City league and play-off soccer
games; and,
WHEREAS, the number and nature of the services sought make
it advisable for the City to contract with one individual for the
obtaining of such services.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS , TEXAS, THAT:
The City Manager is hereby authorized to execute the attached
contract for obtaining soccer officiating services during City
league and play-off games and the Director of Parks and Recrea-
tion is authorized to sign said contract on behalf of the City
Manager and the City of Wichita Falls .

CITY OF WICHITA FALLS
PARKS AND RECREATION DEPARTMENT
CONTRACT FOR SOCCER OFFICIATING SERVICES
This agreement made and entered into by and between the City
of Wichita Falls, a municipal corporation of the County of Wichita,
State of Texas, hereinafter referred to as the City, and
hereinafter referred to as Contractor;
WITNESSETH:
For and in consideration of the mutual covenants herein con-
tained, the parties do hereby agree as follows:
1. Contractor hereby agrees to appoint and assign all person-
nel to officiate at all City of Wichita Falls Parks Department
sponsored soccer- games, in accordance to the schedule provided by
the City. The Contractor shair rovide a listing of all officials
assigned to officiate all soccer games to the City one week in
advance of the game times. Contractor shall be compensated for
his services by individual agreement with the officials he selects
to officiate said games.
2. The City shall pay the following amounts to the Contractor
for disbursement to the officials selected for league and playoff
games:
Women's League - $10. 00 per referee; $5 .00 per linesman.
Men 's League - $15 .00 per referee; $7.00 per linesman.
3 . The City shall pay Contractor on a bi-weekly basis from
the Amateur Athletics Fund.
4. Contractor shall receive verbal notification of game
changes and forfeits prior to game time from the Recreation Super-
visor, the Athletic Coordinator, or the Athletic Information
Recorder (322-5933) of the Parks and Recreation Department. Game

officials will not be compensated for forfeited games when prior
notification has been made by the City.
5. Contractor shall abide by and enforce all current rules
and regulations of the soccer leagues of the City of Wichita
Falls Parks and Recreation Department, a copy of which are
attached hereto and made a part hereof as if copied in full herein.
6 . City shall provide game reports at the site for use by .
the Contractor.
7 . Contractor shall submit all game reports on the day of
the game in designated area at the fields.
8. It is expressly agreed by the parties that the Contractor
and selected officials are independent contractors and not City
employees. As independent contractors, they are not eligible
for any City pay, benefits, or coverage under workman' s compensa-
tion.
9 . It is expressly agreed 'by 'the partie§ that the City is
not liable for the acts or conduct of the Contractor or officials.
The Contractor further agrees to indemnify the City for any legal
action or claims which result from the acts or conduct of the
Contractor and officials.
10. Either party may terminate this agreement upon giving
two (2) weeks written notice to the other party.
11. The City may immediately terminate this agreement with
the Contractor if :
a. The Contractor fails to perform any of the obligations
of this contract;
b. The Contractor fails to comply with any rules or
regulations of the soccer league.
12. This agreement shall be effective from the date of its
execution until its expiration on February 28 , 1986 .
