Res 029-86 3/4/19861) RESOLUTION NO. .7k0( RESOLUTION APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR THE GREATER WICHITA FALLS SOCCER ASSOCIATION. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS , TEXAS, THAT: That certain agreement, a copy of which is attached hereto, between the City of Wichita Falls and the Greater Wichita Falls Soccer Association, whereby the Soccer Association shall furnish officials for soccer games in the City's leagues, is hereby approved, and the City Manager is authorized to execute the same for the City of Wichita Falls . MAY O R ATTEST : City Clerk r- CITY OF WICHITA FALLS PARKS AND RECREATION DEPARTMENT CONTRACT FOR SOCCER OFFICIATING SERVICES This agreement made and entered into,by and between the City of Wichita Falls', a municipal corporation of the County of Wichita, State of Texas, hereinafter referred to as the City, and the Greater Wichita Falls Soccer Association, hereinafter called Association. WITNESSETH: For and in consideration of the mutual covenants herein contained, the parties do hereby agree as follows: 1. Association shall furnish officials for soccer games in the City's leagues according to schedules prepared by the City's Recreation Division during the term of this contract. Number of officials shall be one (1) referee and two (2) linesmen per game. Under emergency circumstances when linesmen are not available, two (2) referees may be used and the regular game fee will be paid. 2. City shall pay to association the following fees for services provided during league and play-off games: Women's League - $30.00 per game ($15.00 per referee; $7.50.per linesman) 3. The City shall pay the Association on a bi-weekly basis upon submission of statements to the Parks and Recreation Department for services rendered. Statements shall include the schedule of officials by date, time, field, and position worked. 4. Association shall receive verbal notification of game changes and forfeits prior to game time from the Recreation Supervisor, the Recreation Superintendent, or the Athletic Information Recorder (761-8857) of the Parks and Recreation Department. Game officials shall not receive pay for forfeited games when prior notification has been made. 5. Association shall abide by and enforce all current rules and regulations of the soccer leagues of the City of Wichita Falls, Parks and Recreation Depart- ment, a copy of which are attached hereto and made a part hereof as is copied in full herein. r" 6. This agreement shall be effective for a period of one (1) year from March 1, 1986 to February 28, 1987. These rules will apply to all athletic events sponsored and scheduled by the Parks and Recreation Department within the city limits of Wichita Falls . . II. ALL MANAGERS ARE REQUESTED TO READ LOCAL RULES . IT IS THE MANAGER' S RESPONSIBILITY TO KNOW THE RULES CONTAINED IN THESE PAGES . III . Supervision and Administration A. The head of the League shall be the Athletic Coordinator or his appointed agents . B. Managers and players of teams shall at all times be under the jurisdiction of the Athletic Coordinator or his appointed agents in all matters pertaining to the rules, elegibility, conduct , and schedules . C. In all matters not covered in these rules and regulations, the Athletic Coordinator or his appointed agents shall have jurisdiction. IV. General Eligibility Requirements A. Age Limits : Women - All participants must have attained the age of 15 as of March 1 of the current year . B . All players must participate in the city of their residence. However, if said city does not have a league, the players may play in the league that is nearest to their place of residence. V. Team Rosters in Regards to Eligibility A. Players must be registered at the Parks and Recreation Office by 5 : 00 P.M. on the day of their participation with any team. To be eligible, the players must fill out and sign the team roster which is on file in the Parks and Recreation Office, Room 110, of the Memorial Auditorium. B. Changes and/or additions to any roster must be cleared with the Parks and Recreation Office by the coach or manager of the said team. . C. Each team may have up to eighteen (18) players signed to play unless otherwise notified at the beginning of the season for the purpose of organization. VI. Changing Teams A. Players can change from one team to another, being eligible to compete seven (7) days after they or the manager of the team from which they are released has taken their name off the roster and been approved by the Athletic Coordinator . Players from a disbanded team shall be considered the same as a released player . I . B. The Athletic Coordinator must be notified of all released players or they will be counted as a member of the team on which they were playing. C. Players who ask for their release and are refused may appeal to the Athletic Coordinator for a hearing . VII . Regulations for the Conduct of Games A. The number of players necessary to start a game is seven 7) , less then seven will result in' the team forfeiting. B. Games will be timed as follows : Women - Two 35 minute halves with 10 minute halftime. C. If for any reason a game is suspended and rescheduled to another date, said game shall be scheduled as a regular game. D. EACH TEAM WILL PROVIDE A PLAYABLE BALL FOR THEIR GAME. E. No game shall be postponed except for reason of death in the immediate family of a sponsor , manager, or player of a ball club , and then when sufficient notice has been given to the Parks and Recreation Department . F. Forfeiture of two (2) games shall automatically suspend. the forfeiting team from further play during the season. VIII . Protest A. Any team using a player proven ineligible shall forfeit said game(s) to the opposing team providing a protest is filed in writing to the Parks and Recreation Department Office within 48 hours after the time that the game under question is completed. However, Saturday and Sunday will not count in the time limit . A fee of $25 .00 will be forfeited if the protest is not allowed, and returned if upheld . B. The penalties for using an ineligible player will be as follows in all leagues and sports : 1 . The team will be suspended for one (1) week during league play, and forfeited out of playoffs if it occurs then. 2 . The ineligible player will be suspended for . two (2) weeks and then placed on probation. Any reoccurence will result in the player ' s indefinite suspension. 3 . Any team who is protested twice during the season for using ineligible players will be cause for the ENTIRE TEAM to be suspended for the remainder of the season. C . The burden of proof will rest with the manager of the protesting team on any protest that is submitted. D. Protest involving an official ' s misinterpretation of a playing rule shall be submitted in writing to the Athletic Coordinator or his appointed agents within the 48 hours period . XI. Conduct of Players A. Any profanity, vulgarity, unnecessary roughness , or misconduct of any kind will not be tolerated , and the official may remove the player from the game for this type of violation. Players will be suspended by the Athletic Coordinator if the case is deemed flagrant . Should a player, coach, or manager strike or as much as threaten an official, the offender is subject to indefinite suspension from any Parks and Recreation sponsored activity and his team may be suspended for the season. B. Any player , coach, or manager who insists upon objection to the decision of the officials will be asked to leave the playing area . If an order for the removal of a player, coach, or manager is not obeyed within two (2) minutes, the official shall terminate the game and the game will be forfeited. C. Any player of a team that has just played, is presently playing, or preparing to play a game, and is involved in a fight or heated argument with another player or teammate shall automatically be suspended for two (2) weeks from the day of the said incident . D . If after a ball game, a player or players pursue an official for the purpose of complaining about calls, making profane or derogatory remarks about how he has officiated the game, he will be suspended for a period of two (2) weeks . E. Officials have been instructed to obtain the names of players , those who refuse to give their names or give a fictitious name will be cause for their ENTIRE TEAM to be suspended for the remainder of the season. F. Players or coaches who are removed from the game by an official will have to leave the playing area within two (2) minutes , and that player or players will be suspended from the next scheduled game for that team. Failure to leave the area will result in a forfeiture . G. Players who are suspended from the league shall not be allowed to assist their team from the team area. H. All players must wear a team uniform with a permanent number on the back of the shirt . Any player or players who have been suspended or ejected from a game and switch uniforms or numbers for the purpose of continuing play will be cause for the ENTIRE TEAM to be suspended for the remainder of the season. I . Assessments for cards received by any player or coach will be as follows : 1 . Red Card - Suspension for one (1) game or two (2) weeks depending: upon the offense. 2 . Yellow Card - Receiving three (3) yellow cards will equal one (1) red card and suspension from one (1) game . J. Individual card assessments will also be used on a team point basis . Any team receiving 'twelve (12) points will be cause for forfeiture of that team' s next game . Points for cards are as follows : • 1 . Red Card - 4 points 2. Yellow Card - 1 point K. All substitute players are required to remain on the side- lines in the designated area . Coaches are required to remain in the team area only and not to interfere with the linesmen. L. NO DRINKING OF ALCOHOLIC BEVERAGES BY ANY PARTICIPANT WILL BE PERMITTED ON THE FIELD OR IN THE AREA. VIOLATION WILL RESULT IN THE GAME BEING DECLARED A FORFEIT. M. Smoking will not be allowed on the field . X. Officials A. All officials shall be appointed by the Parks and Recreation Department and shall have complete charge of the game outlined in the FIFA Rule Book. B . Officials have the jurisdiction to stop any unsportsmanlike conduct of players , coaches , managers , or anyone on the field . If such conduct continues, the offender shall be asked to leave the grounds . If the order is not obeyed within two (2) minutes , the official shall terminate the game and the game will be declared a forfeit . XI . Player Equipment and Uniforms A. Players may wear rubber soled, rubber cleated, or rule book approved soccer shoes . B . Players may wear shorts . Cutoffs , gym shorts , or tennis shorts are not to be considered as part of a uniform. C. Players will not play barefooted . They must wear shoes . D. Shin guards are optional . E. All players must wear IDENTICAL TEAM UNIFORMS with PERMANENT NUMBERS on the back of shirt ; numbers should be at least 6" in height and no numbers may be duplicated. Uniform colors must be approved in advance by the Parks and Recreation Department . XII . Team Standings A. Standings will be determined by points awarded for a win, loss , or tie : 1 . Two points for a win 2 . One point for a tie 3 . No points for a loss B . In case of a tie for placement at the end of the season, the games between the teams involved will determine the winner .
