Res 028-86 3/4/1986RESOLUTION NO. RESOLUTION APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH THE NORTH CENTRAL TEXAS UMPIRES ASSOCIATION. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS , TEXAS , THAT: That certain contract, a copy of which is attached hereto, between the City of Wichita Falls and the North Central Texas Officials Association, Inc . , whereby the Association shall furnish officials and scorekeepers for basketball, softball and flag foot- ball games in the City 's recreation division, is hereby approved, and the City Manager is authorized to execute the same for the City of Wichita Falls . PASSED AND APPROVED this the 4th day of March, 1986 . 7 M A Y O R ATTEST : City Jerk CITY OF- WICHITA FALLS PARKS AND RECREATION DEPARTMENT CONTRACT FOR OFFICIATING SERVICES This agreement made and entered into by and between the City of Wichita Falls, a municipal corporation of the County of Wichita, State of Texas, hereinafter referred to as the City, and the North Central Texas Officials Association, Inc. hereinafter called Association. WITNESSETH: For and in consideration of the mutual covenants herein contained, the parties hereto do hereby agree as follows: 1. Association shall furnish officials and score- keepers for basketball, softball, and flag football games in the City's Recreation Division during the term of this contract, and shall be required to have the following number of officials per league games as follows: Softball: 2 Basketball: 2 Flag Football: 4 In addition, the Association shall, upon notification by the Athletic Coordinator, furnish additional official(s) for designated games in league, regional, and state tournament playoffs. 2. The Athletic Coordinator or his authorized agent shall supervise the administration of this contract, and shall recommend to the Association any official who does not perform in a satisfactory manner, that said official is no longer acceptable to work under the terms of this contract. 3. City shall pay to Association for such services the following fees, and these shall be verified by the Athletic Coordinator or his authorized agent: BASKETBALL 14.00 per official per game in all leagues and playoffs. 6.00 per game for timer/scorekeeper in all leagues at Barwise, Reagan and Kirby gymnasiums. Page 2 of 5 pages Agenda Item No. SOFTBALL Summer & Fall) 10.00 per official per game in all leagues, playoffs, tournaments, and regional playoffs. 5.00 per game for scorekeeping in all leagues, playoffs, and tournaments. FLAG FOOTBALL 10.00 per official per game. 4. The City shall pay the Association on a bi-weekly basis upon submission of statements to the Parks and Recreation Department for services rendered the previous two weeks. 5. Association game official may receive verbal notification of game changes and forfeits prior to game time from the Athletic Coordinator, the Recreation • Superintendent, the official scorekeeper, or the Athletic Information Recorder (761-8857) of the Parks and Recreation Department. Game officials will not receive pay for forfeited games when prior notification has been made. 6. Association shall enforce all rules of the Parks and Recreation Department for league and playoff games as well as the current playing rules for the sport being officiated. 7. The Association is responsible for conducting training sessions for officials as listed, and providing rule books: A. Rule interpretations/current year rule changes. B. Mechanics. C. Uniform dress and appearance. 8. The Athletic Coordinator shall provide information on: A. City rules pertaining to the sport being officiated. B. Ground rules that are a permanent part of the playing areas. 9. This agreement shall be effective for a period of one (1) year from March 1, 1986 to February 28, 1987.
