ORDINANCE NO. S-13
ORDINANCE TO ADJUST WATER RATES AND OPERATING
PROCEDURES FOR RETAIL CUSTOMERS USING RAW
WATER ONLY
WHEREAS, the City has several raw water transmission lines to service
the water system; and,
WHEREAS, some customers desire to buy raw water for irrigation,
ranching, and other purposes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
The current rate structure for raw water retail customers inside
the corporate city limits is changed to the following rate structure:
Minimum bill (per month) $ 3.17
Commodity charge (per 100 CF) 0.213
A demand charge, known as readiness-to-serve charge is established
for all raw water retail customers. This charge is based on meter size and
applies to all meters larger than 5/8" as follows for customers inside the
corporate city limits:

Raw water retail customers outside the corporate city limits will
pay twice the above commodity and demand rates paid by customers inside the
corporate city limits, and will also pay twice the rate for user fees such
as tap fees, meter installation, meter rereads, etc.
The above commodity and demand rate structures shall be effective
on all water bills rendered after the 31st day of October, 1983.

The meters of raw water retail customers will be read once each
quarter. Billing cycles between meter reading will use estimated consumptions
as a basis for the billing, and the number of consumptions will be adjusted
quarterly when the meter reading is taken.
Additional revenue is needed in the Public Utilities Department
during the fiscal year beginning October 1, 1983, therefore this ordinance
is declared an emergency and shall be effective upon its passage.
