ORDINANCE AMENDING SECTION 152 OF THE CODE OF ORDINANCES
(THE FLOOD DAMAGE PREVENTION ORDINANCE)
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS,
THAT:
SECTION 1. Section 152-11 of the Code of Ordinances is hereby amended
by adding the following:
"Highest adjacent grade" means the highest natural elevation of the
ground surface prior to construction next to the proposed walls of a structure."
SECTION 2. Paragraphs (1) and (2) of Subsection A of Section 151 -42
of the Code of Ordinances are hereby amended to read as follows:
"(1) Residential construction. New construction or substantial improve-
ment of any residential structure shall have the lowest floor, including basement,
elevated to or above the base flood elevation. A registered professional engineer,
architect, or land surveyor shall submit a certification to the Director of Plan-
ning that the standard of this subsection was complied with in determining the
elevation of the lowest floor as required by Section 152-33(a) (1) .
(2) Non-residential construction. New construction or substantial
improvement of any commercial, industrial or other non-residential structure
shall either have the lowest floor, including basement, elevated to or above the
level of the base flood elevation, or, together with attendant utility and sanitary
facilities, be floodproofed so that below the base flood level the structure is
water tight with walls substantially impermeable to the passage of water with
structural components having the capability of resisting hydrostatic and hydro-
dynamic loads and effects of buoyancy. A registered professional engineer or an
architect shall submit a certification to the Director of Planning that the
standards of this subsection are satisfied."
SECTION 3. Subparagraph 1 of Subparagraph (c) of Paragraph (3) of
Subsection (A) of Section 152-42 of the Code of Ordinances is hereby amended to
read as follows:
"1. Stands or lots are elevated on compacted fill or on pilings so
that the lowest floor of the mobile home will be at or above the base flood level.
A registered professional engineer, architect, or land surveyor shall submit a
certification to the Director of Planning that the standards of this paragraph
complies with Section l52-42(A) of this article."

SECTION 4. Subsection (a) and Paragraph (1) of Subsection (b) of
Section 152-43 of the Code of Ordinances is hereby amended to read as follows :
"(a) All new construction and substantial improvements of residential
structures shall have the lowest floor (including basement) elevated above the
highest adjacent grade at least as high as the depth number specified in feet on
the community's FIRM (at least two feet if no depth number is specified) .
(b) (1) Have the lowest floor (including basement) elevated above the
highest adjacent grade at least as high as the depth number specified in feet on
the community's FIRM (at least two feet if no depth number is specified) . "
