AN ORDINANCE MAKING APPROPRIATIONS FOR THE SUPPORT ,
MAINTENANCE, BUILDINGS AND IMPROVEMENTS FOR THE CITY
OF WICHITA FALLS FOR THE FISCAL YEAR BEGINNING OCTOBER
1, 1983, AND ENDING SEPTEMBER 30, 1984, BOTH DATES INCLU-
SIVE, ADOPTING THE BUDGET FIGURES AND ACCOUNTS AS
PART OF SAID APPROPRIATIONS , DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS ,
TEXAS , THAT:
SECTION 1. The budget estimate of the revenues of the City of Wichita Falls
and the expenses of conducting the affairs for the ensuing year, beginning October
1, 1983, and ending September 30, 1984, as submitted to the City Council by the City
Manager of said City, be, and the same is in all things adopted and approved as the
budget estimate of all current expenses as well as the fixed charges against said City
for the fiscal year beginning the 1st day of October, 1983, and ending the 30th day
of September, 1984.
SECTION 2. Appropriations are hereby made for such expenses and charges,
and that such appropriations for the fiscal year beginning October 1, 1983 and ending
September 30, 1984, be set up in accounts as set out in said budget , which is made
a part hereof.
SECTION 3. The City Manager is authorized to make transfers between items
appropriated to the same office, department or division, where not in contravention of
the Constitution and laws of this State or of the City Charter.
SECTION 4. The projects, programs and benefits which are included in this
budget and for which appropriations are herein made are hereby approved.
SECTION 5. The immediate need to continue the normal operation of the busi-
ness of the City creates an emergency, and in order to protect the public health, wel-
fare and to preserve the peace, this ordinance shall take effect immediately, and it is
