ORDINANCE ESTABLISHING THE YOUTH ACTIVITIES
ADVISORY COUNCIL IN WICHITA FALLS, TEXAS;
PROVIDING FOR SEVERABILITY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS,
TEXAS, THAT:
SECTION 1 . Article IV of Chapter 2 of the Wichita Falls Code
of Ordinances is hereby amended by the addition thereto of Division
7 , to read as follows:
Division 7
YOUTH ACTIVITIES ADVISORY COUNCIL
SECTION 2-174 . Created; Purpose.
There is hereby created a commission to be known as the Youth
Activities Advisory Council. The purpose of the council shall be
to develop, promote and coordinate activities for youth in Wichita
Falls and to advise the City Council on matters pertaining to youth.
SECTION 2-175 . Composition; Term of Members.
The members of the Youth Activities Advisory Council shall be
approved by the City Council. The Youth Activities Council shall be
composed of ten (10) members, each of which shall be a resident of
Wichita Falls and a student at a high school within the City, and
who shall serve without pay. Such membership shall be for a period
of one (1) year. However, the initial term shall be for a period
ending May 31, 1984 . Thereafter, all terms will begin on June 1 and
will end on May 31 of the following year. All vacancies shall be

filled by appointment by the City Council and shall be for the
remainder of the term of the vacating member. Any member of the
Youth Activities Advisory Council may be removed at any time by a
five-seventh (5/7th) vote of the City Council for good reason .
SECTION 2-176 . Ex Officio Members.
To assist the council, there shall also be two (2) ex officio
nonvoting members, one of whom shall be a member of the City Council.
The second shall be the Youth Activities Advisory Council Administra-
tor. Both ex officio members shall be appointed by the City Council
and shall serve without pay.
SECTION 2-177 . Organization.
The Youth Activities Advisory Council shall select from among
its members a chairperson and such other officers as may be deemed
desirable or necessary and who shall serve at the will of the Council.
SECTION 2-178 . Quorum Constituted.
Six (6) members of the council shall constitute a quorum. All
matters shall be decided by a majority vote of the members present.
In the event of a tie vote on any matter coming before the council,
then and only then, the chairperson shall cast a vote.
SECTION 2-179 . Powers and Duties Generally.
The Youth Activities Advisory Council is an official commission
of the City of Wichita Falls, with the power to recommend to the
City Council actions which require. official City support. The Youth

Activities Advisory Council shall serve as an advisory body for any
ordinances related to the youth of the City. The council will
develop programs to identify the needs of the City ' s youth and to
develop a systematic approach to correcting problems as they are
identified.
SECTION 2-180 . Bylaws and Rules .
The Youth Activities Advisory Council may propose such by laws
and rules governing its functions as it deems best, same being subject
to the approval of the City Council. Such rules and bylaws shall
not be in conflict with the constitution or statutes of the United
States or the State of Texas or with the charter and ordinances of
the City of Wichita Falls .
SECTION 2-181 . Special Meetings .
Special meetings may be called from time to time by the chair-
person, the City Council ex officio members , or the Youth Activities
Advisory Council Administrator.
SECTION 2-182 . Funding .
The City Council shall establish annually the amount of funds
which shall be made available for the promotion and support of youth
activities in Wichita Falls . Prior to September 1 of each calendar
year, the council shall submit to the City Council a list or program
or project funding for the next calendar year, along with full
descriptions of such. Upon approval by the City Council of projects
or programs to be funded, expenditures will be authorized upon proper
invoice. Recommendations for funding should be so developed as to take
full advantage of funds made available through other public or private
sources.
SECTION 2-183 . Duration.
The Youth Activities Advisory Council shall continue in operation
perpetually, unless it is terminated by the City Council.
SECTION 2-184 . Severability.
If any section, subsection, sentence, clause or provision of
this ordinance is held invalid, the remainder of this ordinance
shall not be affected by such invalidity.
