AN ORDINANCE AMENDING ORDINANCE NO. 2926 ADOPTING THE
SOUTHERN STANDARD MECHANICAL CODE, 1982 EDITION, WITH
CERTAIN AMENDMENTS AND DELETIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS,
THAT:
SECTION 1 . The publication entitled "Southern Standard Mechanical Code",
1982 edition, a copy of which, authenticated by the signature of the City Clerk, is
on file in the City Clerk's office, is hereby adopted as the Wichita Falls Mechanical
Code, as fully as if copied at length herein.
SECTION 2. The following amendments and deletions are hereby made in the
"Southern Standard Mechanical Code" as adopted herein:
(1 ) Whenever the words "Mechanical Official " appear, such wording
shall be amended to read "Building Official".
(2) Whenever the words "Southern Standard Plumbing Code" or
"Southern Standard Gas Code" appear, such wording shall be amended to read "Wichita
Falls Plumbing Code".
(3) Subsection 102.1 is deleted.
(4) Subsection 102.3 is amended by deleting the words "except one
whose only connection is as a member of the board established by this Code".
(5) The title to Section 106 is amended to read "Permit and Bond".
(6) Amend Subsection 106.4 to read as follows:
"106.4 Bond required.
(a) All persons, firms or corporations engaged in the installa-
tion or repair of heating, ventilating, duct, air conditioning and refrigeration sys-
tems for domestic or commercial purposes in and about buildings where a person or
persons live, work or assemble in the City of Wichita Falls under terms of this
ordinance shall , before they do any work, execute and deliver to the City of Wichita
Falls a surety bond in the sum of Two Thousand Dollars ($2,000.00) , payable to the
City of Wichita Falls and as herein otherwise provided for, executed by a company
authorized to do business in the State of Texas.
(b) Bonds shall be conditioned that all said heating, ventila-
ting, duct, air conditioning, and refrigeration systems shall be done so that it shall
conform with all of the rules and regulations provided by this ordinance. The bond
shall be further conditioned that the City of Wichita Falls will be fully indemnified
against all loss and damage occasioned by the negligence of the principal therein
failing properly to execute and protect any work done by him or his employees or under
his direction or supervision.

(c) In case the principal on such bond shall fail or refuse to
install or contract any heating, ventilating, duct, air conditioning or refrigeration
systems in accordance with such rules and regulations contained in this ordinance, the
owner of any house or premises who may be aggrieved or injured thereby may have recourse
on said bond,or the City may take action on the bond for the use and benefit of such
onwer, provided that in such case, such work is first disapproved by the mechanical
inspector as herein provided. Should the mechanical inspector refuse to issue his
certificate of approval of said work on account of the failure of the mechanical
installer to comply with such rules and regulations, the inspector shall notify the
prinicipal to make such changes as are required to comply with such rules and regu-
lations; in case of failure or refusal on the part of said principal to rectify or
change such work so as to make it comply with such rules and regulations, then after
three (3) days from the time notice was given, it shall be the duty of the sureties
on the bond herein required to make the required changes; in default of the principal
or the sureties on the bond performing the same as herein provided, the said owner, or
the City for the owner's benefit, may have recourse against the principal and sureties
on the bond herein provided for.
(d) Said bond shall run the calendar year and be renewed on
January 1 , and no heating, ventilating, duct, air conditioning and refrigeration
systems shall be done by, and no permits issued to, any contractor unless he has
such bond in full force and effect".
(7) Section 303.5 (page 3-4) Roof Or Exterior Wall Installation:
To change the wording of Item (B) to read as follows: "Each rooftop appliance shall
have an accessible weatherproof disconnect switch." (Omit rest of paragraph) .
(8) Section 303.11 (page 3-14) Liquid Systems: To add to that
article that double wall heat exchangers must be vented to the atmosphere.
(9) Section 304.1 (page 3-14) Boilers: To delete from Code re-
ferences to boilers and add, "Boilers shall comply to State regulations."
(10) Section 305.3 (page 3-20) Combustion Air - And Gas Fuel
Equipment: To change the wording of paragraph (1 ) to read as follows: "Rooms or
spaces in which gas or liquid fuel burning appliances are installed shall be provided
with minimum unobstructed combustion air openings as follows: One square inch per
1 ,000 BTU or unrestricted free area from an outside source.
To delete items A thru D, and 1 thru 5 of that section.
(11 ) Section 303.3 (page 3-3) Attic Installation: Item (A) To
delete that part of the section which states, "the openings to the passageway shall
be located no more than twenty (2Q) feet from the equipment measured along the center
line of such passageway. "

(12) Section 406 (page 4-4) Field Tests: (Table 4-2, page 4-6)
Delete reference to R-12, R-500 and R-22 from the Field Table.
(13) Section 502 (page 5-11 ) Standards: Item (A) Upgrade Fibrous
Glass Duct Construction Standard to the Fifth Edition of the SMACNA Code.
(14) Section 505 (page 5-3) Flexible Air Duct Connectors: Delete
Item (c). Add to that section an Item (E) "Flexible air duct connectors shall be
installed in a workmanlike manner with no excess duct, looping or sagging and shall be
made tight. "
(15) Section 607.2 (page 6-7) Liquefied Petroleum Gas (LPG) Piping:
Change section to read: "Where LPG is used all piping installation shall comply with
the requirements of the Railroad Commission of Texas LPG Division. Regulation of
Articles 60-52-2 and 60-53 Revised Civil Statutes of Texas 1925 (As amended 1951 ).
(16) Section 608 (page 6-10) Refrigerant Piping: Item (G) , (3)
(page 6-12) Delete the word shall and add the word may.
SECTION 3. The fact that these amounts will be due and that it is essential
for the immediate use of the City of Wichita Falls creates an emergency, therefore this
ordinance shall become effective immediately upon its passage.
