Res 166-87 9/15/1987uz- f7 RESOLUTION TO ESTABLISH WATER RESOURCE TASK FORCE AND DEFINE THE FUNCTIONS OF THE TASK FORCE WHEREAS, the City Council of the City of Wichita Falls believes it has a responsibility to assure an adequate and safe supply of water for the commercial and residential use of the citizens; WHEREAS, the Council has sought in the recent past to fulfill this obligation by increasing the water treatment capacity and water distribution system capacity, and by initiating action to achieve the long-term goal of providing an additional water supply reservoir at Lake Ringgold; WHEREAS, the Council desires to complement these water supply management initiatives with a positive initiative to manage the demand for water, thereby reducing the per capita consumption of this vital natural resource and prolonging the use of existing reservoirs, treatment facilities, and distribution networks, sewage collection and treatment facilities; WHEREAS, the Council desires to have developed a comprehensive program for water demand management and the conservation of this resource; and, WHEREAS, the Council believes such a program can be developed best by a Task Force of concerned citizens and business and industrial leaders of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: Section One: There is hereby established a Water Resource Task Force. The Task Force shall be composed of one representative from each of the following: Plumbing Advisory Board Planning Board Red River Authority Board of Commerce and Industry Parks Advisory Board Industry Homebuilders Association Landscape Architect/Botanist Parks Department City Attorney Office Public Works Department City Council League of Women Voters Irrigation Installers & Suppliers Sierra Club 3 At Large Section Two: The City Council shall appoint members to the Task Force from the interested and qualified applicants. A chairperson for the Task Force shall be selected by the appointed members from among the group. The Task Force shall meet monthly and minutes from each meeting shall be submitted to the City Council at a regularly scheduled Council meeting. Section Three: The objective of the Task Force is to study various strategies for the conservation of water and to reduce the flow of sewage to our wastewater treatment plants.In order to accomplish this, the Task Force should: 1.Review the City's existing Code of Ordinance and recommend changes and/or additions which would be supportive of conservation efforts. 2 . Review the City' s existing rate structures and alternative structures which could be implemented to promote water conservation. This review should take into account other established City goals such as the promotion of growth especially in the industrial sector. Should major changes in the rate structure be proposed, the Task Force should specifically address the effect of such changes on the City's growth policies and, if appropriate, present strategies and alternatives for transition from current to proposed rate structures. 3 . Specifically address actions which might be taken to reduce peak water usage in the summer months. 4 . Review and/or develop general water policies which may be adopted aimed at promoting conservation. 5. Propose, if appropriate, public information programs designed to increase the awareness of the community as to the need for and benefit of water conservation. 6. Identify any other steps which may be taken or programs which may be implemented to effectively further water conservation efforts of the City. s • Section Four: The Task Force shall prepare a preliminary report for Council review and discussion within six months of its first meeting. The Task Force shall complete its assignment no later than nine months from the date of its first meeting and shall automatically terminate at that time unless continued by separate action of the Council.
