Res 229-88 12/8/1988I t /1 -1 C�' C�' RESOLUTION NO. o4W-4,4 RESOLUTION TO REQUEST FINANCIAL ASSISTANCE FROM THE TEXAS WATER DEVELOPMENT BOARD, AUTHORIZE THE SUBMISSION OF AN APPLICATION FOR SUCH FINANCIAL ASSISTANCE, AND DESIGNATE THE CITY MANAGER AS THE AUTHORIZED REPRESENTATIVE OF THE CITY OF WICHITA FALLS FOR EXECUTING THE APPLICATION AND APPEARING BEFORE THE WATER DEVELOPMENT BOARD WHEREAS, the City of Wichita Falls must renovate and expand the River Road Wastewater Treatment Plant in order to meet newly imposed effluent standards and achieve a capacity and state-of- the-art technology that will serve the citizens of Wichita Falls for the next quarter century, and must install a new, large capacity sewage collection interceptor line; WHEREAS, the federal and state governments are jointly making available low interest loans from a perpetual fund known as the State Revolving Fund; WHEREAS, the application for said loan requires certain declarations by this city council; and, WHEREAS, the Council has examined a summary and has been briefed on the contents of the application to the State for the low interest loan from the State Revolving Fund. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: The City of Wichita Falls does hereby seek financial assistance from the Texas Water Development Board in the form of a low interest loan from the State Revolving Fund, such loan proceeds to be used for the expansion and modernization of the River Road Wastewater Treatment Plant and installing a major sewage collection interceptor line. The staff of the City of Wichita Falls is authorized to submit an application for such financial assistance within the terms of the procedures established by the Texas Water Development Board. The City Manager of the City of Wichita Falls is designated as the authorized representative of the City for executing the application and for appearing before the Texas Water Development Board in relation to the application for a low interest loan. To facilitate the issuance of bonds for this project, the City Manager is hereby authorized to sign employment contracts with Herbert R. Smith, Inc. as Financial Advisor for the City and McCall, Parkhurst and Horton as Bond Counsel. PASSED AND APPROVED THIS THE 8TH DAY OF DECEMBER, 1988. ATTEST: CITY CLERK �MA Y OR�
