Res 069-88 4/5/1988RESOLUTION NO. 0"'f- RESOLUTION TO THE CONGRESS PROTESTING THE CLOSING OF THE WICHITA FALLS POST OFFICE. WHEREAS, a post office has always played a vital role in communication, and in the city's efforts to promote economic development; and, WHEREAS, the closing of a post office for half a day on Wednesday creates a negative impact upon the city's economy, especially in the downtown area; and, WHEREAS, many low income citizens rely upon the post office for food stamps and money orders, and the closing of the downtown post office for half a day on Wednesday will create a hardship for them and their families; and, WHEREAS, in 1987, Congress passed the Budget Reconciliation Act that mandated certain cuts within the United States Postal Service; and, WHEREAS, the United States Postal Service was already mandated by Congress in 1971 to be independent and to break even with no tax subsidies; and, WHEREAS, these mandated cuts have resulted in our post office being closed on Wednesday mornings. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS THAT: It is hereby requested of Congress that the mandated payments be stated in dollars and that the cuts be left to the decision of the United States Postal Service consistent with the needs of the individual community; and, BE IT FURTHER RESOLVED that copies of this resolution be furnished to our Postmaster, John R. Reed, to the Postmaster General, to Senator Bentsen, to Senator Gramm, and to Congressman Boulter.
