RESOLUTION ADOPTING A MISSION STATEMENT OF THE KEMP PUBLIC LIBRARY WHEREAS, HBW Associates, Inc. conducted A Vision for the Century Ahead: A Critical Path for the Public Library of Wichita Falls; and WHEREAS, one of the nineteen primary recommendations of the study was to adopt a mission statement, followed by goals and objectives; and WHEREAS, the Kemp Public Library Advisory Board has developed a mission statement and goals for the Kemp Public Library; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: The City Council adopts the following mission statement and goals for the Kemp Public Library: WICHITA FALLS KEMP PUBLIC LIBRARY MISSION STATEMENT Given that access to information is essential to our democracy, the mission of the Wichita Falls Kemp Public Library is to act as the public information center for all citizens of Wichita Falls. To the extent that print and non -print materials and services, either from our collections or through other libraries and information sources, will address educational, informational, recreational, and cultural needs in surroundings that are welcoming, and efficiently operated. GOALS STATEMENTS In support of the Mission of the Wichita Falls Kemp Public Library, the Library Advisory Board recommends the following goals be addressed in 1988: (1) To encourage use of the Wichita Falls Kemp Public Library as the public information center for all citizens, the Board recommends development of a systematic program designed to inform citizens of the materials and services of the Library. As a central method of this program, the Board further recommends the establishment of a "Friends of the Library" group to intensify community awareness and use of the Library. (2) To ensure the quality and relevancy of print and non-print materials in the Wichita Falls Kemp Public Library collection, the Board recommends development of a written Collection Development Plan, with short and long range objectives to be completed in a timely manner to be set by the new Library Administrator. (3) To ensure appropriate surroundings, the Board recommends library facilities sufficient in number and size to serve the citizens of Wichita Falls. (4) To ensure sensitivity to specialized informational and accessibility needs of library use, the Board recommends development of a wide variety of non-traditional materials and services in addition to the availability of traditional materials and services. (5) To ensure a responsiveness to educational, informational, recreational and cultural needs, the Board recommends development of a series of community enrichment programs to be offered by or through the Wichita Falls Kemp Public Library. (6) To ensure efficient operations, in the broadest sense, the Board recommends that the Wichita Falls Kemp Public Library be organized, adequately staffed, trained, and automated, and sufficiently funded to attain maximum effectivhness for all operations.
