RESOLUTION APPROVING AMENDMENTS TO CIVIL
SERVICE RULES ADOPTED BY FIREMEN'S AND
POLICEMEN'S CIVIL SERVICE COMMISSION.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, THAT:
Those certain amendments to the Civil Service Rules of
the City of Wichita Falls, a copy of which is attached hereto,
which were adopted by the Firemen's and Policemen's Civil Service
Commission, are hereby approved.

BEFORE THE FIREMEN'S AND POLICEMEN'S CIVIL
SERVICE COMMISSION FOR THE CITY OF WICHITA FALLS
On December 30, 1987, a hearing was held before the Firemen's
and Policemen's Civil. Service Commission for the City of Wichita
Falls, Texas, on the request from the Civil. Service Director that
Article XII of the Civil Service Rules be amended. After hearing
evidence and argument concerning the requested amendment to article
XII of the Civil Service Rules, the Commission found that said
amendments should be adopted. It is therefore the order of this
Commission that the following amendments to the Civil Service Rules
be adopted.
Article XII, Reports of Department Heads, of the Civil Service
Rules is amended by adding thereto a new Section 2., which shall
read as follows:
"Section 2. Performance Appraisals
Semi -- annual performance evaluations shall be required of all
police officers.
All officers promoted to a higher rank within the Department
shall be on probationary status for a period of six months.
Monthly performance evaluations shall be required,of all officers
on probationary status, to include probationary supervisors.
The Police Department shall develop a system of performance
evaluation, subject to approval by the Commission, using the
following guidelines:
A. Evaluations shall be job specific, considering the officers
assignment or area of specialization;
B. Evaluations shall be conducted on the anniversary date
of employment and 180 days thereafter;
C. Police officers may, within 10 days after receiving a
copy of the ' semi-annual performance evaluation, make a
statement in writing concerning the evaluation, such
statement to be placed in the officer's personnel file
with the evaluation report;
D. There shall be established a review process for contested
evaluation reports; and
E. Officers who receive a composite performance evaluation
of Below Expectations or Unsatisfactory in the same Task
Factor on two successive reports or an Overall Performance
Rating of Below Expectations or Unsatisfactory on a single
evaluation may be subject to disciplinary action or
dismissal from the service."
