Res 052-89 4/18/1989RESOLUTION NO. - —O / RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE TEXAS DEPARTMENT COMMUNITY AFFAIRS FOR EMERGENCY SHELTER GRANT FUNDS AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S CHIEF EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE EMERGENCY SHELTER GRANTS PROGRAM WHEREAS, the City Council of the City of Wichita Falls desires to develop a viable urban community, including expansion of the quantity and improvement of the quality of emergency shelters for the homeless; and WHEREAS, certain conditions exist which represent a threat to health and safety of the homeless; and WHEREAS, it is necessary and in the best interests of the City of Wichita Falls to apply for funding under the 1989 -90 Texas Emergency Shelter Grants Program. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: 1. A Texas Emergency Shelter Grants Program application is hereby authorized to be filed on behalf of the City with the Texas Department of Community Affairs. 2. The City's application be placed in competition for funding under the Emergency Shelter Grants Program. 3. The application be for $94,651 of grant funds to carry out the purposes of the program. 4. The Community Action Corporation of Wichita Falls and North Texas Area and First Step Incorporated be designated as the private non - profit organizations responsible for operating emergency shelters in accordance with the regulations of the Emergency Shelter Grants Program. 5. The application be so stated that $58,353 of the grant amount be used by the Community Action Corporation for (a) the renovation of two existing shelters and the renovation and conversion of two buildings for use as shelters for the homeless, (b) essential services, and (c) operation and maintenance expenses. 6. The application be so stated that $36,298 of the grant amount be used by First Step Incorporated for (a) renovation of an existing shelter, (b) counseling services, and (c) operations and maintenance for two shelters for battered women. 7. The City Council directs and designates the City Manager as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with this application and the City's participation in the Texas Emergency Shelter Grants Program, including the right to sign grant agreements. 8. It further be stated that the City of Wichita Falls is committing $94,651 of which $58,353 will be provided by the Community Action Corporation and $36,298 will be provided by First Step Incorporated.
