RESOLUTION REQUESTING THE STATE
PUBLIC UTILITY COMMISSION TO GIVE
CONSIDERATION TO THE MERITS OF
SOUTHWESTERN BELL'S "TEXAS FIRST"
PLAN
WHEREAS, the City of Wichita Falls recognizes that the
telecommunications industry will play a leading role in the
economic competitiveness of business and industry throughout the
state; and
WHEREAS, the City of Wichita Falls supports and encourages
aggressive and innovative approaches to spurring economic
development; and
WHEREAS, Southwestern Bell Telephone Company has presented
its "Texas First" proposal to the Texas Public Utility
Commission; and
WHEREAS, the "Texas First" plan promises to offer certain
financial and economic benefits to citizens and businesses in the
state such as deferring potential increases to basic local
residence and business telephone service for a period of five
years and accelerating modernization of telecommunication
equipment; and
WHEREAS, in return for its investment, and risk,
Southwestern Bell is seeking a flexible range in its rate of
return as determined by the Texas Public Utility Commission; and
WHEREAS, the "Texas First" proposal is included in the
Public Utility Commission's Docket 8585 to address Southwestern
Bell Telephone earnings levels; and
WHEREAS, the City of Wichita Falls is confident that the
Public Utility Commission will act responsibly and in the
public's best long term interests.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
The City Council of the City of Wichita Falls requests that
the Texas Public Utility Commission give consideration to any
merits of the "Texas First" plan which will promote economic
development in the state and provide the maximum possible
benefits to Texas residents.
