Res 031-89 3/7/1989RESOLUTION NO. _- RESOLUTION TO ESTABLISH WATER RESOURCES COMMISSION AND DEFINE THE STRUCTURE, OBJECTIVE AND FUNCTIONING OF THE COMMISSION WHEREAS, the City Council of the City of Wichita Falls has sought to assure an adequate and safe supply of water for the commercial and residential use of the citizens by positive supply management initiatives; WHEREAS, the Council recently complemented the supply initiative by approving a Water Conservation Plan to assure that available water resources are being managed judiciously; WHEREAS, one aspect of the Water Conservation Plan is the provision for a permanent Water Resources Commission to advise the Council and staff in maintaining and implementing the Water Conservation Plan; and, WHEREAS, the City Council now desires to define the structure, objectives and membership of the Water Resources Commission. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: Section 1: There is hereby established a permanent Water Resources Commission. The Commission shall be composed of one representative of each of the following. - Industry - Education - Homebuilding Industry - Landscaping /Irrigation - Citizenry at Large In addition, Council will appoint one of its members to serve as liaison to the Commission and the City Manager will -at , appoint a staff person to support and administer the Commission proceedings. Section 2: The City Council shall appoint members to the Water Resources Commission from the interested and qualified applicants. A chairperson for the Commission shall be selected by the appointed members from among the group. The Commission shall meet not less than quarterly and minutes from each meeting with observations and recommendations shall be submitted to the City Council at a regularly scheduled Council meeting. The members of the Commission shall be City residents, and shall serve for terms of two years, but each member shall continue to serve until his or her successor is appointed. The term for the industry and education members shall expire at the end of the City's fiscal year in each even - numbered year. The term for the members representing the homebuilding industry, landscaping /irrigation profession and the citizenry at large shall expire at the end of the City's fiscal year in each odd - numbered year. A person shall not be appointed for more than three consecutive full terms. The term of office as chair person will expire at the end of the City's fiscal year annually, and shall be eligible for reelection. Section 3: The objective of the Water Resources Commission is to advise the City Council and staff in the implementation of the Water Conservation Plan and to assure the Council that water resources are being managed judiciously in accordance with the plan. The Commission shall participate in the periodic update of the Water Conservation Plan. PASSED AND APPROVED THIS THE 7TH DAY OF MARCH, 1989. ATTEST: 12- CIT CLERK
