ORDINANCE NO. B-4/
ORDINANCE WAIVING §§31-51, 31-54 , AND 31-55 OF THE
CODE OF ORDINANCES, REQUIRING AND REGULATING THE
USE OF TAXIMETERS IN VEHICLES FOR HIRE, AND §31-47 ,
REQUIRING CHAUFFEUR-DRIVEN VEHICLES FOR HIRE TO BE
PLAINLY MARKED, SAID WAIVERS REQUESTED FOR THE
PURPOSE OF OFFERING LIMOUSINE SERVICE WITHIN THE
CITY BY STEVE KNUDSEN, D/B/A PRESTIGE LIMOUSINE,
AND MICHAEL F. GRIFFITH, D/B/A VINTAGE LIMO.
WHEREAS, Steve Knudsen, d/b/a Prestige Limousine, and Michael
F . Griffith, d/b/a Vintage Limo, desire to offer limousine service
within the corporate limits of the City of Wichita Falls; and,
WHEREAS , they have requested waiver of Sections 31-51, 31-54 ,
and 31-55 of the Code of Ordinances, requiring and regulating the
use of taximeters in all chauffeur-driven vehicles for hire, and
Section 31-47 of the Code of Ordinances, requiring chauffeur-driven
vehicles for hire to be plainly marked so that they can maintain
the attractiveness of their automobiles and offer limousine service
for special occasions such as weddings , at an hourly fee; and,
WHEREAS, the City Council of the City of Wichita Falls finds
that the circumstances involved in this situation are exceptional ,
and that the above-described waiver should be granted.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
Sections 31-51, 31-54 , and 31-55 of the Code of Ordinances,
requiring and regulating the use of taximeters in all chauffeur-
driven vehicles for hire, and Section 31-47 of the Code of Ordinances,

requiring chauffeur-driven vehicles for hire be plainly marked,
are hereby waived to allow Steve Knudsen and Michael F . Griffith
to offer limousine service without markings on their vehicles and
without the installation of taximeters, so long as fees are collected
at a flat hourly rate only and rate and driver identification cards
are posted within each vehicle so that they are clearly visible to
all passengers. This ordinance shall remain in effect only until
January 1, 1985 .
