ORDINANCE AMENDING DIVISION 6, §§ 2-160 .8 THROUGH
2-160 .18 OF THE CODE OF ORDINANCES FOR THE PURPOSE
OF REORGANIZING THE CLEAN COMMUNITY COMMISSION IN
AN EFFORT TO BETTER REDUCE LITTER IN AND ENHANCE
THE BEAUTY OF THE CITY; PROVIDING FOR APPOINTMENT,
DISCHARGE, DUTIES AND TERMS OF MEMBERS; ESTABLISHING
QUORUM; PROVIDING FOR RULES, REGULATIONS AND BYLAWS;
PROVIDING FOR FUNDING; PROVIDING FOR DURATION AND
TERMINATION.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, THAT:
Division 6 , §§ 2-160 .8 through 2-160 .18 shall be amended to
read as follows:
Section 2-160 . 8 . Created; Purpose .
"There is hereby created a commission to be known as the Clean
Community Commission, which shall analyze the relative cleanliness
of all areas of the city, and make recommendations for improving
the enforcement practices employed to abate actions detrimental to
the cleanliness of the city. The commission shall also analyze, make
recommendations, and implement procedures to promote, enhance and
preserve the natural beauty of the city. "
Section 2-160 .9 . Composition; Term of Members .
"The commission shall be composed of seven (7) residents of
Wichita Falls who shall be appointed by the City Council and who
shall serve without pay. Of the commission members first appointed,
three (3) shall be selected by drawing of lots to serve terms ending
December 31, 1984 , and four shall be appointed to serve terms ending

December 31, 1985 . Thereafter, all appointments shall be for terms
of two (2) years . "
Section 2-160 .10 . Ex Officio Member.
"To assist the commission, the Public Information Specialist
shall serve as coordinator . The coordinator shall serve as an ex
officio member only, and shall have no vote on matters before the
commission. "
Section 2-160 .11 . Filling of Vacancies .
"Should any member of the commission fail to serve a full
term for any reason, the City Council shall appoint a person to
fill the unexpired term. The City Council may terminate or discharge
any of the members of the Clean Community Commission with or without
cause. The City Council shall appoint a person to fill the unexpired
term. "
Section 2-160 .12 . "Designated Functions of Members .
Members of the commission shall be appointed to serve in
designated capacities as follows:
a) Education Commissioner
b) Publicity Commissioner
c) Clean-Up Commissioner
d) Beautification Commissioner
e) Business and Industry Commissioner
f) Chairman
g) Member at Large to address areas of concern not
specifically assigned to other members.

Each commissioner may solicit the aid of citizens to form
task forces when necessary upon majority vote of the members of
the commission. "
Section 2-160 .13 . Quorum Constituted .
"Four members of this commission shall constitute a quorum.
All questions shall be decided upon by a majority vote of the
members present. In event of a tie vote on any matter coming
before the Commission, the chairman shall cast a vote. "
Section 2-160 .14 . Powers and Duties Generally.
"The Clean Community Commission is an official commission
of the City of Wichita Falls, Texas, with the power to recommend to
the City Council actions which require official City support. The
Clean Community Commission shall serve as an advisory body for any
litter and related ordinances . The commission will develop programs
to identify the needs of the City regarding beautification, litter
and solid waste and shall make these needs known through public
education and information and shall develop a systematic approach
to correcting problems as they are identified. "
Section 2-160 .15 . Bylaws and Rules .
"The Clean Community Commission may propose such bylaws and
rules governing its functions as are necessary to insure that a
systematic approach is implemented to identify, analyze and correct
problems . However, such rules and bylaws shall not be in conflict
with the Constitution and Statutes of the State of Texas or the
charter and ordinances of the City of Wichita Falls, Texas . The

proposed bylaws and rules shall not be effective unless and until
approved by the City Council. "
Section 2-160 .16 . Contributions and Grants.
"The Clean Community Commission is authorized to receive
contributions and grants of funds from private and governmental
sources. Any such contributions shall be paid to the City and
kept separate and apart and used to further the goals of the
commission. "
Section 2-160 .17 . Duration.
"The Clean Community Commission shall continue in operation
perpetually unless it is terminated by the City Council . "
Section 2-160 .18 . Limitation and Terms of Members .
"No voting member shall serve on the commission more than three
consecutive terms. "
