Res 126-89 8/1/1989RESOLUTION NO. /Z— RESOLUTION TO APPROVE AGREEMENT WITH RED RIVER AUTHORITY OF TEXAS AND WICHITA COUNTY WATER IMPROVEMENT DISTRICT #2 FOR LAKE KEMP WATER QUALITY STUDY WHEREAS, the U. S. Army Corps of Engineers has installed a chloride control system in the south fork of the Big Wichita River as part of an overall project known as the Red River Chloride Control Project; WHEREAS, the effect of the chloride control effort is being measured upstream of Lake Kemp, but no federal, state or local agency is measuring the effect of the project on the water quality of Lake Kemp; WHEREAS, the long term effect of the Red River Chloride Control Project on Lake Kemp is important information for the City of Wichita Falls for long term water planning purposes; WHEREAS, the US Geological Survey has agreed to enter a contract with the Red River Authority of Texas to conduct a Lake Kemp water quality study; WHEREAS, the City of Wichita Falls, Wichita County Water Improvement District #2, and Red River Authority of Texas desire to enter a contract for payment of designated portions of the total cost of the study; and, WHEREAS, the Council has examined a proposed contract between the three local agencies for the purpose stated. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: The proposed contract between the City of Wichita Falls, Wichita County Water Improvement District #2, and Red River Authority of Texas is approved and the City Manager is authorized to execute the contract for the City. The City's share of the study cost is to be $11, 383 , plus the special sampling required by major hydrologic events as noted in the contract. PASSED AND APPROVED THIS THE 1ST DAY OF AUGUST, 1989.
