RESOLUTION TO APPROVE WATER RATE STRUCTURE
FOR SUBMISSION TO TEXAS WATER DEVELOPMENT
BOARD
WHEREAS, the City of Wichita Falls submitted a Water
Conservation Plan to the Texas Water Development Board as part of
an application to the Board for a low interest loan from the
State Revolving Fund, the proceeds of the loan to be used for
modernizing the River Road Wastewater Treatment Plant;
WHEREAS, the Texas Water Development Board has reviewed the
plan and requires a more definitive commitment by the City to a
conservation-oriented water rate structure;
WHEREAS, the staff of the Texas Water Development Board has
provided additional guidance on rate structures that allows the
City to review the available options for a conservation-oriented
structure; and,
WHEREAS, the Council has considered three options that are
acceptable by the Texas Water Development Board staff for
inclusion in the loan application.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
At the next regularly scheduled cost-of-service study to
establish water rates, the City of Wichita Falls will incorporate
a conservation-oriented water rate structure. The rate structure
will be one in which there will be separate rate curves for the
residential and commercial/industrial customers. The residential
rate will be uniform and the commercial/industrial will be a
declining block structure.
