ORDINANCE TO RESCIND ORDINANCE 118-83 AND TO
AMEND SECTION 32-20 OF THE CODE OF ORDINANCES,
TO INCORPORATE A PRO-RATA SYSTEM FOR WATER
RATES TO BE COLLECTED BY THE CITY
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS,
TEXAS, THAT:
Ordinance 118-83, passed and approved by the City Council on
September 20, 1983, is hereby rescinded, and Section 32-20 of the Code of
Ordinances is hereby amended to read as follows :
"Section 32-20. Rates.
The following rates are hereby established and shall hereafter
be collected by the Finance Department of the City.
During every billing cycle an account is active except the first
and last, the following water rates shall apply to all water users, residential,
commercial and industrial, with the exception of contract water users and
selected raw water users, and with the exception that service outside the
corporate limits shall be two times the rate charged inside the corporate
limits based upon the following computation. The minimum monthly bill for
all metered water service shall be $3.17 for which amount each customer will
be allowed 200 cubic feet of water.
For larger consumption the rate shall be as follows :
The next 800 cubic feet of water at $.77 per hundred;
The next 3,000 cubic feet of water at $.66 per hundred;
The next 2,800 cubic feet of water at $.60 per hundred;
The next 60,000 cubic feet of water at $.57 per hundred;
In excess of 66,800 cubic feet of water at $.55 per hundred;
During the first and last billing cycle in which an account is
active, the following rates shall apply. The minimum monthly bill shall be
$3.17 and shall be prorated for the number of days the account is active;,
the prorata daily charge shall be based on a 30-day month. For water
consumed, the rate shall be:
The first 1,000 cubic feet of water at $.77 per hundred;
The next 3,000 cubic feet of water at $.66 per hundred;
The next 2,800 cubic feet of water at $.60 per hundred;
The next 60,000 cubic feet of water at $.57 per hundred;
In excess of 66,800 cubic feet of water at $.55 per hundred;
The amount charged in the first and last billing cycles for water
consumed, the minimum bill, and readiness-to-serve charge shall not exceed
the charges for the same amount of water in a full billing cycle.
In addition to the charge for water consumed based on the above
rates, any water user who has a meter larger than a 5/8-inch meter shall
pay each month a readiness-to-serve charge, according to the size of his
meter, as follows. During the first and last billing cycle in which an
account is active, these readiness-to-serve charges shall be prorated for
the number of days the account is active; the prorata daily charge shall be
based on a 30-day month.

Water users located outside the city limits shall pay twice the minimum
monthly bill and consumption rates described above; in addition, if such a
user has a meter larger than a 5/8-inch meter, his readiness-to-serve charge
shall be twice the amount shown above."
The special rate considerations previously provided to building
contractors are hereby eliminated, and the commodity and demand rates
listed above shall be applied.
The above schedule of rates shall be effective on all water bills
rendered after the 30th day of November, 1984. If the necessary computer
programming has not been accomplished by that date, the prorata provision
of this ordinance may be delayed by the City Manager until the program is
ready.
