ORDINANCE TO RESCIND ORDINANCE 117-83
AND AMEND SECTION 32-57 OF THE CODE OF
ORDINANCES TO INCORPORATE A PRO-RATA
SYSTEM AND ESTABLISH RATES FOR SEWER
SERVICE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS,
TEXAS, THAT:
SECTION 1. Ordinance 117-83, passed and approved by the City
Council on September 20, 1983, is hereby rescinded, and Section 32-57
of the Code of Ordinances is hereby amended to read as follows :
"SECTION 32-57. Rates--for sewer service.
(a) The charge for sanitary sewer service shall be determined
by the water consumption. The monthly sewer charge shall be based on
the monthly water usage billed in the same month, subject to the conditions
set forth in this section. If a water user has a separate meter for water
used exclusively by a yard sprinkler system, the water metered by such separate
meter shall not be included in calculating the monthly sewer charge.
(b) Every user of sewer service shall pay a monthly minimum sewer charge
in the amount of $2.94 for each full billing cycle in which an account is active.
In the first and last billing cycle in which the account is active, the minimum
monthly bill shall be prorated for the number of days the account is active; the
pro-rata daily charge shall be based on a 30-day month. In addition to the
minimum charge, each user shall pay a monthly sewer charge of $0.43 for each
100 cubic feet of water used the same month, subject to the following limitations.
The maximum monthly sewer charge for any residential user shall be the
minimum rate plus the charge for consumption of 2,000 cubic feet of water.
Any amoumtoxiif water used by a residential user which exceeds 2,000 cubic feet
in one month shall not increase his sewer charge.
All users other than residential shall be charged for sewer service
on the basis of the total water used; provided, however, that any commercial
or industrial user who uses water as an ingredient in the manufacturing
process of a product shall not be required to pay a sewer charge based on
the water so incorporated in the product. Any such commercial or industrial
user shall be required to show proof of the amount of water used by him as
an ingredient in the manufacturing process. The City reserves the right to
conduct such tests as it may deem necessary to determine the amount of waste
water placed in the sanitary sewer by such user.
(c) The above schedule of rates for sewer charges shall apply to
users located within the city limits; the rates for sanitary sewer service
provided to individual users outside the city limits shall be twice the rates
prescribed above.
SECTION 2. The above schedule of sewer rates shall be effective on all
bills rendered after the 30th day of November, 1984. If the necessary computer
programming has not been accomplished by that date, the pro-rata provision of
this ordinance may be delayed by the City Manager until the program is ready.
